Description
This publication is a Broad Agency Announcement (BAA), USSOCOM-BAAST-2015, as contemplated in Federal Acquisition Regulation (FAR) 6.102(d)(2) and 35.016. Solicitations requesting white papers or proposals will be accomplished via amendments to BAA USSOCOM-BAAST-2015. BAA USSOCOM-BAAST-2015 is issued in support of United States Special Operations Command (USSOCOM) Special Operations Research, Development, and Acquisition Center (SORDAC) targeted research and development (R&D) projects. USSOCOM has a long-term goal to develop technologies to meet Special Operations Forces (SOF) mission requirements. The intent is to accelerate the delivery of these innovative capabilities to the SOF warfighter. Prior studies and analyses have determined technical challenges exist for SOF equipment that require improvements for missions into the future. Those challenges are 1) trade space between weight, protection, power, and mobility; 2) cost; and 3) system component integration. ***This BAA will remain open for 5 years until 16 December 2019, unless superseded, amended, or cancelled.*** Periodically, but no less than annually, BAA updates, notices, or individual calls for white papers or proposals for specific technology areas of interest will be place (via amendment and/or special notice on the Government Portal website, https://www.sam.beta.gov/) against BAA USSOCOM-BAAST-2015. ***Technology Areas of Interest will be added to BAA USSOCOM-BAAST-2015 via Appendixes beginning with Appendix C.*** APPENDIX N: TECHNOLOGY DEVELOPMENT AND ADVANCED TECHNOLOGY DEVELOPMENT USSOCOM, Special Operations Forces Acquisition, Technology, and Logistics (SOF AT&L), Directorate of Science and Technology (S&T), transformed the BAA infrastructure to better align with the USSOCOMs Commanders strategic priorities and vision. As such, the S&T Directorate will change its investment strategy in FY20 by moving from incremental development efforts to more encompassing, disruptive technology efforts that are larger in scope and meet the demands of the strategic vision and Future Operating Concept (FOC). Closing Date: This BAA Addendum will close on June 14, 2019, at 11:59 p.m. EDT, unless superseded, amended, or cancelled. White papers may be submitted any time during this period subject to the submission process described in this addendum and the BAA. AWARD NOTIFICATION: NewSight Reality, was awarded a $1,941,246.19 firm-fixed-price contract for design and test of a functional prototype level Transparent Optical Module. If all options are exercised, the cumulative value of this contract will be $14,251,669.13. The contract period of performance is 6 months for the basic period, with one 12 month option period, one six month option period, and two eight month option periods for a total of 40 months if all options are exercised. The primary place of performance is Jacksonville Beach, Florida. This contract was awarded in response to USSOCOM BAA No. USSOCOM-BAAST-2015, Appendix N titled Technology Development and Advanced Technology Development, topic 4.1.1 Autonomy-Enabled ISR/Battlefield Situational Awareness.
