- A) NOTICE TYPE This is�NOT A SOLICITATION ANNOUNCEMENT. This is a�SOURCES SOUGHT NOTICE (SSN)�and is issued for planning purposes, including identifying capable Contractor sources. Responses to this SSN are not offers and therefore cannot be accepted by the Government. Submission of a response is voluntary. No payment will be made for responses. Should a solicitation be issued for the draft requirement described herein, it will be issued pursuant to the acquisition strategy selected by the Contracting Officer. All information received in response to this notice will be treated as business confidential information and exempted from disclosure under the Freedom of Information Act. Nonetheless, submitters should properly mark their responses if the information is proprietary. There is no incumbent Contractor as the draft requirement is for a new capability B) DRAFT REQUIREMENT�OVERVIEW�AND SCOPE This Marine Corps has a draft requirement to implement an acceptable user monitoring capability. This requirement supports the Marine Corps Insider Threat Program. Once the technology solution is implemented, USMC requires continuous uninterrupted access to the solution. Minimum capabilities: The implemented technology must have a minimum of the following capabilities: User monitoring capability and system auditing capability requirement to support User Activity Monitoring (UAM)) for both the Non-classified Internet Protocol (IP) Router Network (NIPRNet) and Secret Internet Protocol (IP) Router Network (SIPRNet). UAM capability with five minimum technical capabilities to collect user activity data: keystroke monitoring full application content (e.g., email, chat, data import, data export), screen capture file shadowing for all lawful purposes (i.e., the ability to track documents when the names and locations have changed) UAM data must be attributable to a specific user Provide enterprise users with secure simultaneous access to information on any number of networks from a single endpoint through a cross domain solution. Provide administrators centralized management and monitoring capability with is scalable to add networks and clients. Ability to monitor in garrison and in field laptops, tablets and other mobile devices. Provide a Protection Level 4 (PL4), Commercial-Off-The-Shelf (COTS) solution Hardware and virtual desktop infrastructure (VDI) agnostic Usable on existing desktop workstation hardware Operate on bother Windows or UNIX host operating systems Allow for secure remote user access Automated bi-directional data transfer rate of a minimum of 9 gigabits per second Provide software tool deployed to each network computer to detect anomalous behaviors and potential insider threat activity. C) PURPOSE The Marine Corps is issuing this SSN to: (1)�Identify all businesses that are capable of meeting the draft requirement. D) ACQUISITION APPROACH The Marine Corps has not decided on its acquisition approach for the above draft requirement. E) SUBMISSIONS Submissions must include: A Capability Statement to include: (a) company name, address, and commercial and government entity (CAGE) code; (b) Company small or large size status; (c) List of your companies�GWAC or agency contracts that USMC can use to procure the draft requirement; (d) Narratives describing how your firm can meet the draft requirement (e.g., technology employed (e.g., licenses, subscriptions)�and labor employed (e.g., labor for designing and building the solution). Also a statement as to whether your projected solution meets the requirements in the ""minimum capabilities"" section of the notice, including short rationale explaining how your solution would meet these capabilities. and (d) provide recommendations, with supporting rationale, on the draft requirement. Narratives provided for (1)(d) above must be presented in sufficient detail for the Government to determine that your company possesses sufficient capabilities and resources�that are capable of�meeting the draft�requirement. Submissions must not exceed�five pages. Vendors that do not follow the Marine Corps submission instructions may not be considered. The Marine Corps encourages submissions to be thorough, detailed, and sufficiently tailored to this announcement.� Selected Offerors may be contacted for further information regarding their capabilities to include product demonstrations or request for additional written information.
