- The requiring activity, Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC), intends to�award and administer a follow-on Firm Fixed Price Sole Source contract for Research and Development Test and Evaluation (RDT&E) to Conservant Systems, for High Efficiency Dehumidification Systems (HEDS) technology demonstration and evaluation at two buildings in Guam. The resulting contract will not exceed a period of performance of 730 days. The High Efficiency Dehumidification System (HEDS) technology is a new patent-protected, proprietary dehumidification system designed and developed by High Efficiency Dehumidification Systems, Inc. DBA Conservant Systems.The services that will be procured are only available from Conservant Systems, as they are the only company that designs and provides�these high efficiency specialized systems in accordance with the requirements of this contract. The main technical objective of this acquisition is to evaluate the HEDS unit design in two real world buildings in Guam to determine the performance of this new technology. Technology evaluation will include but not be limited to efficacy, Life Cycle Cost (LLC), cooling and dehumidification capacity, required modifications to existing HVAC system including physical space requirements. Market research was conducted by the Army under the basic contract where the requirement was competed as full and open competition under a Broad Agency Announcement (BAA). As a result of a successful proposal entitled ""High Efficiency Dehumidification System Reduces Biological Damage and Energy Use"", received under the Engineer Research and Development Center (ERDC) Broad Agency Announcement (BAA), the Army awarded the contract W9132T-15-C-0013 on 05 August 2015, to perform research services at two sites, Tinker AFB in OK and Ft. Bragg in NC. Issues with the sites selected by the Army, primarily failing chillers at both sites, resulted in obtaining faulty data. OSD asked the Navy to re-perform the demonstration in order to collect accurate data on the energy and saving potential of this HEDS technology. This procurement is being processed in accordance with FAR Subpart 6.302-1, Other Than Full and Open Competition.�The statutory authority for the use of this sole source action is 10 U.S.C. �2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii), Only one responsible source can provide this highly specialized service, as this is a DOD follow-on contract for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and no other supplies or services will satisfy the Agency requirements described above.�The High Efficiency Dehumidification System (HEDS) technology is a new patent-protected, proprietary dehumidification system energy recovery method developed by High Efficiency Dehumidification Systems, Inc. DBA Conservant Systems. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.�
