- The United States Army Corps of Engineers, Transatlantic Middle East District is releasing the following sources sought notice for the purpose of conducting market research.� The results of this notice may be used by the Government to make appropriate acquisition decisions. This is not a solicitation announcement. However, a subsequent solicitation announcement may follow.� While all attempts have been made to ensure the accuracy of the information presented below, the Government does not guarantee its accuracy, and prior to award, reserves the right to make any changes to the project as deemed necessary.� ��� This notice is for construction of the Personnel Deployment Processing Facility (PDPF) project at Al Udeid Air Base, in the State of Qatar. The PDPF project is a programmed Military Construction (MILCON) contract. Project Scope: The PDPF project will be a 6,960 SM passenger terminal for all inbound and outbound traffic at Al Udeid air base, entering and exiting the country. The building runs east-west with the main entrance on the east side. The building consists of a single-story building with a raised central aisle running East-West with low transom panel windows and high clerestory windows along the length. The full height center aisle is treated with acoustical wall and ceiling panels as well as decorative wall panels complimenting the scale of the space. The terminal includes passenger ticketing and outbound holding areas, inbound briefing room, ETDC, arms room, USO lounge, related administrative and utility areas, exterior shade canopies, chiller plant and parking. The entrances at the East and West fa�ade are prominently raised high with a logo and decorative wall panels. Decorative gypsum reinforced concrete panels are used both in the interior and exterior of the building. The building layout provides a physical separation of the cleared outbound passengers that have not being processed thru the immigration from the cleared passengers who have already been processed. Inbound passengers are escorted in groups thru the briefing room and customs that leads to the parking lot and bus stands. Access to the arms room and baggage allows both the inbound and outbound passengers to process their arms accordingly. The existing facilities and functions for these projects are located within a land area that the Host Nation has mandated returned for Qatar Emiri Air Force development. Work will include site pavement, fire detection/protection, communications, site improvements, electrical installation and all necessary work to produce complete and useable facilities. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200- 02, High Performance Sustainable Building Requirements. This project will comply with DoD Antiterrorism/force protection requirements per UFC 4-010-01. All work associated with mechanical, electrical, plumbing and fire protection must be performed by a State of Qatar Licensed Grade A Contractor. The projected overall Period of Performance (PoP) shall be nine hundred (900) calendar days from Notice to Proceed (NTP) for the entire scope of work. The Design-Bid-Build (D-B-B) Solicitation is scheduled for release on or about February 15, 2021. Offerors proposals may be due on or about March 15, 2021. Contract award may be on or about July 17, 2021. The project is classified through the North American Industry Classification System (NAICS) under code 236220 Commercial and Institutional Building Construction with a small business size of $39.5 million.
