- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Request for Quotations number is 70Z08521PP4541900 and is issued as a request for quotations (RFQ). This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-84 dated Nov 1, 2015. The NAICS Code is 336611. The Small Business Size Standard is 1250. This is a total small business set aside. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. **For purposes of evaluation and award, Past Performance is considered to be more important than Price. Offerors shall submit quotes as follows � Date: �NOVEMBER 30TH, 2020 Time: 0800 Pacific Standard Time (PST) Place: William.a.swordjr@uscg.mil REQUIRED DOCUMENTS: Each Offeror shall furnish the information required by the solicitation, which includes: Section 1: Price quote including cost breakdown. Section 2: Past Performance / References Proposal (This section should include the offerors completed representations and certifications.); and � Section 3: Any issued amendments to the solicitation. ANTICIPATED AWARD DATE:� The contract is expected to be awarded on or about 11/30/2020. QUESTIONS: The last day to ask questions will be November 30th, 2020, 0800 Pacific Standard Time (PST).� Questions shall be submitted via e-mail to William.A.Swordjr@uscg.mil. ��After this date, unless amended, questions will not be accepted. Please Note:� Amendments to this solicitation will be publicized in the same manner as the initial synopsis and solicitation. INTERESTED VENDORS PLEASE SEND OFFICIAL QUOTE, WITH A SAM.GOV REGISTERED DUNS NUMBER, AND EMAIL TO William.A.Swordjr@uscg.mil. REQUIREMENTS 3.1 General. 3.1.1 CIR None. 3.1.2 Tech Rep. Not Applicable.. 3.1.3 Protective measures. �The Contractor shall furnish and install all protective coverings to seal off and protect all non-affected vessel's components, equipment, and spaces near the work area against contamination during the performance of work. �Upon completion of work, the Contractor shall remove all installed protective measures, inspect for the presence of contamination, and return all contaminated equipment, components, and spaces to original condition of cleanliness. 3.1.4 Interferences. The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). 3.2 Weight test particulars. �The Contractor shall accomplish the following tasks, using Coast Guard Drawing 750-WMSL-801-001, 750-WMSL-612-003 and NAVAIR NAEC ENG 7576 as guidance. 3.2.1 Removal.� The contractor shall perform the following work: 3.2.1.1 Accompanied by the Coast Guard Inspector, inspect the flight deck safety nets.� The Coast Guard Inspector shall designate five (5) safety nets to be removed from the Bertholf and three (3) safety nets to be removed from the Munro. 3.2.1.2 Remove the designated flight deck net frames to a Contractor facility for preservation. 3.1.1.3 Remove the flight deck nets from the frames; dispose of nets in accordance with all applicable Federal, state, and local regulations. 3.2.2 Restoration.� The Contractor shall perform the following work: 3.2.2.1 Surface preservation. �Prepare and coat the frame surfaces to match existing adjacent surfaces, using the system specified for �Flight Deck� in SFLC Std Spec 6310, Appendix A (Cutter and Boat Exterior Painting Systems). �Select color white (17925) as the finish/top coat color. 3.2.2.2 Netting renewal. �Upon completion of preservation work, install eight (8) new nets on the frames using Contractor-furnished net mounting line.� Provide and install new chaffing guards on the new safety nets. 3.2.2.3 Reinstallation. �Reinstall frames to ship using new hardware. �Dispose of all old hardware in accordance with all applicable Federal, state, and local regulations. 3.2.3 Testing. 3.2.3.1 NDI. �After surface preservation and before coating application, perform NDI of the welds on the frames in accordance with SFLC Std Spec 0740, Appendix C. �Submit a CFR. 3.2.3.2 Net test. �After reinstallation, apply a 1,000-lb load in the center of the net on each of the renewed flight deck safety nets. �Distribute the load over approximately 4 sq. feet and hold the load for 10 minutes. 3.2.3.3 Corner net test. �After reinstallation, apply a 500-lb load in the center of the renewed flight deck safety corner nets. �Distribute the load over the entire net and hold the load for 10 minutes. 3.2.4 Inspection. �After the tests, inspect the nets and frames for any signs of damage, cracking, and deterioration, bending, or loosening of connection or joints. �Submit a CFR. 3.4 Touch-up preservation.� The Contractor shall prepare and coat all new and disturbed exterior and interior surfaces to match existing adjacent surfaces, in accordance with SFLC Std Spec 6310 Appendix A (Cutter and Boat Exterior Painting Systems) and Appendix B (Cutter and Boat Interior Painting Systems), respectively, and as applicable.� Abide by all touch-up requirements outlined in SFLC Std Spec 0000, Appendix A (Requirements for Preservation of Ship Structures). 4. NOTES The ships will provide replacement nets. While the CTR shall provide all other designated tools and materials.
