- Notice of intent to solicit and negotiate with only one source under the authority of 6.302. In accordance with FAR 5.203(a), the NPS hereby allows a 15-day response time from the date this notice is posted before issuance of award for architect-engineer services. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The National Park Service, Denver Service Center, 12795 W. Alameda Pkwy, Lakewood, CO 80227 intends to solicit and negotiate a sole source requirement with Jacobs Engineering Group, Inc., 1100 NORTH GLEBE RD STE 500, ARLINGTON, VA 22201-5785, under the FAR Authority 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is for Title III AE Services for the REPAIRS OF HURRICANE IRMA RELATED DAMAGE AT BISCAYNE NATIONAL PARK, HOMESTEAD, FL. PARK/PMIS Identifier(s): BISC-244358/244359/244361/244362/244357/ 244363/251121A/251215A The requirement is for architect and engineering services to provide Title III AE Services for the Project. Jacobs Engineering Group, Inc. was selected the designer of record in accordance with Brooks Act procedures and previously furnished services under a recently expired A/E IDIQ contract. As the designer of record, this is the only firm with knowledge and information to perform required follow-on services while also maintaining contractual responsibility as the designer of record. Another firm would be required to duplicate the entire design effort, creating unnecessary and substantial delays and costs to the Government that are not warranted or recoverable. The time it would take a new firm to design the restorations would create unacceptable delays in fulfilling the agency�s requirements. The estimated costs are above the simplified acquisition threshold and award is expected to be completed on December 29, 2020.
