Description

The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC), The Engineer Research and Development Center (ERDC), Geotechnical and Structures Lab (GSL) has a requirement for FS-17 Control Units and Firing Modules, EBW Detonators, and various high voltage cable throughout the duration of the proposed contract�s 5 year period of performance. The requested items are listed below, but items are not limited to: 167-8676, RP83 Exploding Bridgewire (EBW) Detonators 167-8917, FS-17 Control Units and Repair 167-8371, FS-17 Firing Modules and Repair 167-8559, Twin Lead High Voltage Cable (1,000 & 5,000 ft spool) 167-2669, Type �C� High Voltage Coaxile Cable (1,000 ft) RP-80 Non-Bridged Head The ERDC intends to issue an award to Teledyne RISI, Inc. (CAGE Code: 3K871) on a sole source basis.� GSL researchers typically employ exploding bridge-wire (EBW) detonators as a safe, reliable means of initiating explosive detonations.� To enable safe and continual blast testing operations, the GSL requires a Master Blanket Purchase Agreement with Teledyne RISI that includes all critical components associated with the use of EBWs. �The specific firing equipment and repairs used for explosive testing at GSL are only available through Teledyne RISI. Existing firing modules and detonators used by the GSL are all Teledyne RISI systems and are only compatible with Teledyne RISI components. Additional supplies of EBW detonators and firing lines are needed on a recurring basis as these items are destroyed during the detonation process.� It has been determined that the required products are the only products that meet requirements of safe operation in a field environment that are compatible with the existing firing system owned and operated by the IEEB.� Teledyne RISI is the only manufacturer of these products.� The award will be issued in accordance with FAR 13.106-1(b).� The NAICS code for this requirement is 325920, Explosives Manufacturing, with a size standard of 750 employees. This notice is not a request for competitive quotes or proposals.� A solicitation will not be issued.� However, all responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency.� The information submitted must be provided in sufficient detail to demonstrate the vendor�s ability to fulfill this requirement.� The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether or conduct a competitive procurement.� A determination by the Government not to compete this requirement on a full and open competition basis, based up responses to this notice, is solely within the discretion of the government.� Oral communications are not acceptable in response to this notice.� Interested parties may submit any information or consideration by the Government to angela.m.stokes@usace.army.mil. �Notice number W912HZ21Q0136 shall be included in the subject line of e-mail submissions.� Responses must be received no later than 12:00pm CST on 2 December.�
