- THE PURPOSE OF THIS NOTICE IS TO CONDUCT MARKET RESEARCH: The Department of Homeland Security (DHS), Federal Law Enforcement Training Centers (FLETC) is conducting market research to determine the capabilities of industry to provide a Training Management System (TMS), to develop and support such a system or provide operational, maintenance, and developmental support for the current system in place. FLETC requires a program that can manage, schedule, report and to conduct financial transactions for student training. The following is a description of key functions and mission critical processes that FLETC�s current TMS provides: Our current TMS is an enterprise wide IT system that encompasses the majority of the FLETC�s mission�critical processes. Our TMS is designed around and interconnected with approximately 26 functional areas. The TMS allows for automated alignment of the training needs and available training resources to develop a schedule based on a series of business rules to ensure proper sequencing of classes. The system primary functions include a scheduling system to automate the FLETC�s process of scheduling training programs; a student-registration and management system; a testing and evaluation function that provides tools to develop and manage tests and other evaluation instruments; a tuition component allowing for detailed monthly and semi-annual tuitions to be developed; and a student billing component to allow for various daily and one-time charges to be billed on a per student basis. The current TMS is the result of combining commercial-off-the-shelf software with a government developed interface to meet the needs of the FLETC. The TMS Portal is a secure web-based application. Access to the system is controlled by FLETC. The portal provides real-time access to FLETC data, applications, and processes. This allows for improved communications and collaboration between FLETC directorates and between FLETC and our PO�s. The key functions of FLETC�s TMS include the following: � Administration � Contacts � Curriculum Design and Management � Financial Management � Housing � Instruction Management � Planning and Forecasting � Reporting � Scheduling � Student Administration � Student Registration � Testing & Evaluation � Visitor Registration FLETC currently has two operating instances of our TMS: a Production environment located in Glynco, GA and a Pre-production/disaster recovery site (DR) located in Artesia, NM. If the FLETC decides to move to a cloud based option to house our TMS operating environments, in the future the FLETC will desire support for the migration from current operating environments to new environments in the cloud.� FLETC wants to understand the feasibility of either acquiring a new system for the management of scheduling training and the management of all student-required services or the management of the current system in place. We want your honest and candid feedback, as it will play a significant role in our procurement planning decisions for Fiscal Year 2021. Please review the attached document to find the list of questions and provide your information in the following format: When submitting your answers to these questions, please feel free to tell us a little bit about your company by including a capability statement, or a single electronic pamphlet, of less than 10 pages. Please be sure to tell us if you are a large business or a small business under NAICS code 541511 or another applicable NAICS code; and please include your company's DUNS number. If you are a small business with any additional small business classifications (i.e. women-owned, veteran-owned, 8(a), etc.), then please share those with us too. Note: FLETC will conduct a virtual Industry Day on December 18, 2020. The purpose of this event will be to obtain industries feedback on potential solutions for a Training Management System. There will be a separate listing on Federal Business Opportunities website for this event. For this RFI we would like to hear from you by 12:00 pm Friday December 11, 2020 so that we can review your submission prior to the Industry Day. (Note: Please be sure to schedule for the Industry Day to reserve a slot for the interview sessions). This notice is a request for information only. FLETC is not obligated to release any subsequent solicitation for these services nor is it obligated to follow any of the hypothetical solicitation procedures laid out in this notice.
