- The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for Construction Services for the Gatehouse Windows Replacement project at the Franklin Falls Dam in Franklin, NH.� This announcement is to determine interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business concerns for this project.� The NAICS code for this procurement is 238150.� The project is planned to be issued in the spring of 2021 with construction to take place during the summer months.� The project is expected to take approximately 2-3 months to complete construction.� The estimated construction cost is between $250,000.00 and $500,000.00. The Franklin Falls Dam, completed in 1943, is situated on the Pemigewasset River about 3 miles above its confluence with the Winnepesaukee River. The dam and reservoir are located in the towns of Franklin, Hill, Sanbornton, and Bristol, all within the state of New Hampshire. The work associated with this project involves the Franklin Falls Gatehouse (approximately 122� x 30.5�).� The gatehouse operating floor sits approximately 60� above the toe of the dam, and the inside structure height is 37-feet. Fourteen (14) original gatehouse windows shall be replaced in-kind.� Windows vary in size, but approximate dimensions include: 60� x 166�, 60�x 216�, and 39� x 100�.� Access to the gatehouse is available via the service bridge (180� x 12.5�).� In addition to replacing the windows, the project shall also require the handling & disposal of lead paint during demolition and abatement of asbestos containing materials (existing window caulking and window glaze).� Interested firms should submit a capabilities package to include the following:� business classification (i.e. HUBZone, small business, etc.), as well as qualifications and experience in performing the work components stated above.� Please include at least two specific examples of the firm�s experience performing the work requirements stated above.� The projects must have been performed within the last seven years.� Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror�s effort and their experience must also have been performed within the last seven years.� Proof of bonding capability is required.�� Responses are limited to twenty pages.� Responses are due by December 23, 2020.� Responses should be addressed to the POC below.
