- This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition.� It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.� Responses will not be considered as proposals or quotes.� No award will be made as a result of this notice.� The Government will NOT be responsible for any costs incurred by the respondents to this notice.� This notice is strictly for research and information purposes only. Background:� The Healthy Aging in Neighborhoods of Diversity across the Life Span (HANDLS) study requires a Perl-CGI programmer to write dynamic web-based applications for collecting, summarizing, and reporting medical, physiological, and psychological data. Purpose and Objectives: The services provided will be writing novel applications and managing structured databases as well as upgrading and management of existing applications facilitating electronic collection, review, and distribution of clinical data for the HANDLS study. Additional services include design, testing, and implementation of applications to enhance functionality of existing applications. Maintenance, support, and extension of all deliverables are expected. Project requirements: HANDLS study requires web applications and database updating and maintenance by a Perl-CGI programmer for collecting, summarizing, and reporting medical, physiological, and psychological data. The contractor shall provide a Database Programmer who will provide database management, web design, the connection between web interfaces and data, and application life-time development techniques. Work shall be performed on-site and off-site. ?��� Write and maintain applications using open source tool such as but not limited to HTML, HTML, Perl/CGI, Perl/CGI-templates, Python, and Ruby on Rails. ?��� Maintain, and when possible, convert applications in PHP using PDFlib to Perl/CGI. ?��� Deploy additional facilities required by these applications including but not limited to ImageMagick, Perl with template toolkit, Moose, CGI application toolkit, and Git server deployment, management, and use. ?��� Web application programmer shall have expertise in installing, managing, and maintaining Apache web server and MySQL server on production server and in a development environment. ?��� Provide expert advice on the strengths and weaknesses of migrating from present MySQL database environment to other open source database environments such as Maria or PostgreSQL. ?��� Re-usable application design such that programs written for the present wave of data collection can be modified easily for data collection in subsequent waves. ?��� The design of the program must accommodate several goals, including comprehensive data collection, ease of navigation, and the capacity for direct transfer to other tools for statistical analyses. ?��� Development of web-based data collection tools to support the clinical research conducted by the HANDLS study. The web-tool provides the ability to collect the clinical data in the mobile research vehicles and subsequently to upload the data to servers located in the Biomedical Research Center (BRC). ?��� This integrated web-based system requires ongoing maintenance and enhancements, as well as tools for monitoring performance, particularly disconnections. Intimate familiarity with the overall protocol and goals for the HANDLS study is required to perform this task, as is knowledge of the interconnections among various procedures and tracking databases. ?��� These applications must account for security and confidentiality of the information and data collected clinical informatics and database design that can be supported with open-source tools, and web applications that meet current design standards and accessibility requirements, including Section 508 for accessibility by individuals with disabilities. ?��� The website requires continued architecture of a system to replace the current authentication systems on the HANDLS servers to meet NIH standards. ?��� Ongoing modifications shall be performed when Linux system parameters or applications change with as much testing as possible accomplished on development devices before publishing programs for production use. ?��� Provide support for git and gitlab as a method for archiving and managing programming code. ?��� Adapt industry best practices to producing and maintaining the large code base and apply industry-standard procedures for assessing usability on a variety of platforms. ?��� Maintain code in a manner that yields the most easily modifiable procedures such that study changes do not require complete re-writes of code base. Anticipated period of performance: The anticipated period of performance is a base year and 4 option years. Other important considerations: The Perl-CGI programmer must be familiar with current NIA studies, including the HANDLS study and able to design web-based programs and provide user interface designs, database construction and management. Capability statement /information sought. Respondents must provide, as part of their responses, a capability statement that includes information regarding respondents�: (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. The respondent must also provide their� DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc., pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2� x 11� paper size, with 1� top, bottom, left and right margins, and with single or double spacing. The information submitted must be in outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein.� A cover page and an executive summary may be included but is not required. The response is limited to ten (10) page limit.� The 10-page limit does not include the cover page, executive summary, or references, if requested. The response must include the respondents� technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses to this notice must be submitted electronically to the Contract Specialist.� Facsimile responses are NOT accepted. The response must be submitted to Jeanette Russell, Contract Specialist, at e-mail address jeanette.russell@nih.gov. The response must be received on or before December 14, 2020, 5:00 pm Eastern Time. �Disclaimer and Important Notes:� This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response.
