- FOR INFORMATION PURPOSES ONLY SOURCES SOUGHT ANNOUNCEMENT 866143-21-HUDChildCareSubsidy THIS IS A SOURCES SOUGHT NOTICE AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT.� THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY.� IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY SERVICES, AND HUD DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. The purpose of this notice is to conduct a market survey to determine if there are adequate Small Businesses, HUBZone, 8(a), Women Owned, Economically Disadvantaged Women Owned, or Service Disabled Veteran Owned Business contractors that can provide Child Care Subsidy Program Administration Services for the�Department of Housing and Urban Development (HUD) located at HUD Headquarters in DC; as well as, all program offices and locations nationwide.� �This notice also invites industry comment to help improve the requirement documents.� Participation in this notice is optional. �Non-participation will not restrict an offeror against participation in any future solicitations for the same or similar requirement.� Likewise, participation will not provide any advantage in future solicitations over offerors who did not participate. This is being issued under NAICS 541611, Administrative Management Consulting Services.� Use of this NAICS code for this notice does not bind the Government to using this same NAICS code for a future solicitation.� The product Service Code (PSC) contemplated is R699, Support- Administrative: Other. SCOPE OF WORK: The U. S. Department of Housing and Urban Development has allocated funds for a Department-wide Child Care Tuition Assistance Program which will provide financial subsidies to lower income HUD employees to assist in their efforts to obtain quality, licensed day care and before and after school care for dependent children under the age of 13, and disabled children under the age of 18. The purpose of this program is to improve the affordability of childcare for lower income HUD employees. Child Care Tuition Assistance is available to HUD employees in all offices, who are full-time or part-time, and whose adjusted gross income does not exceed $69,999. ��HUD has provided subsidy payments in the average amount of $5,015 per month for 2018 - 2019 and $2,457 per month for 2019 - 2020.�� On a monthly basis, the subsidy amount will fluctuate based on eligible employees, children enrolled, usage or other factors.� The existing program participants and children enrolled is 17 and 20, respectively.� Qualified participants must use licensed childcare providers, meet income requirements, and maintain full-time or part-time position status with HUD.� Currently, the Collective Bargaining Agreement (CBA) is being renegotiated which could impact existing childcare subsidy terms.� Once the CBA is executed, any changes to the childcare subsidy will be updated and incorporated via contract modification.��� For complete details, please see the attached DRAFT Performance Work Statement as Attachment 1 and the DRAFT Child Care Tuition Assistance Program Guide as Attachment 2. Submission Submit responses to this notice via email ONLY to Michelle Johnson, Contracting Specialist at Michelle.L.Johnson@hud.gov. The email subject line shall be ""HUD Child Care Subsidy.�� The submission must be received by 2:00 pm Eastern Time, Monday December 7, 2020 and shall comply with the formatting and size limitations stated below.� NO HARD COPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED.� Cover letters and extraneous materials (brochures, general capability statements, etc.) should not be submitted. ???????� � � � � � 3.�Format Responses to this notice must be in Microsoft Word or Adobe Portable Document Format (PDF). Each company�s response to this notice shall contain the following information: A summarized description of your company�s experience specifically with Child Care Subsidy Program Administration Services, using the questionnaire provided as Attachment 3.� You may include any contracts performed in the past 5 years.� No limit on quantity of references, you may add additional lines as needed. �� Any similar experience (contracts for other than Child Care Subsidy Program Administration) whereby your company coordinated timely payments on the customer�s behalf to multiple payees, required handling of sensitive information including PII, and which required reviewing the qualifications and professional certifications of payees prior to payments. ��Please use a similar format to that provided for Attachment 2. �� Provide your company�s complete contact information, and DUNS Number as registered in SAM. Indicate your company�s business size and include any applicable socio-economic categories we should be aware of.� �� If you have a GSA schedule contract or other federal contract which allows issuance of orders by other agencies, and the described services are available under that contract, please indicate as such and provide contract and contact information. �� Recommended NAICS Code.� Please make a recommendation as to whether NAICS code 541611 is the most applicable NAICS for this requirement, and provide any alternative NAICS codes you feel should be considered for the eventual solicitation. �� Optional:� Any comments you wish to offer to help improve the DRAFT PWS and make it more industry-friendly prior to inclusion in a future solicitation. ��If there are any inconsistencies noted which would cause you to submit a question about our requirement or the performance post award, please draw them to our attention so we may improve the requirement before the solicitation is issued.� If you would take exception to anything in the PWS, so state.� If there are standard commercial practices for this type of service that we could adopt to improve our requirement, please indicate/describe. �� Optional:� Copies of any contracts or statements of work for contracts you currently hold for other FEDERAL agencies which might be helpful to HUD in forming the solicitation for this requirement. This is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP). It does not restrict the Government as to the ultimate acquisition approach.� The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.�
