- GSA Public Buildings Service, Acquisition Management Division, Florida Branch (4PQF) 501 E. Polk Street, Suite 805�Tampa, Florida 33602 is issuing a PRE?SOLICITATION NOTICE for a Request for Proposal (RFP), firm fixed price general construction design build contract to perform the work listed below in the project summary. This acquisition is 100% set aside for Service Disabled Veteran Owned Small Business concerns under NAICS 236220, (size standard $39.5 Million). The magnitude of the procurement is estimated to be between $250,000 - $500,000. Project Location: James L. King Federal Justice Building, Miami FL 99 N.E. 4th Street, Miami, FL 33040 Project Summary: This is a Design/Build project to add seven kitchenettes with sinks and base and upper cabinets in the following rooms located on the second through eighth floors: Alcove 235, 341, 453A, 555, 669, 738 & 838. Project includes selective demolition. Each new sink and cabinet location shall be provided with hot and cold water supply and garbage disposal. New Construction requirements are as follows: 1. Provide and install Gypsum Board System as per ASTM C-754 requirements 2. Apply a level four finish to all painted wall surfaces. 3. Provide and install new flooring and cove base to match existing. 4. Install new sinks, base and upper cabinets with microwave shelf. 5. Replace acoustical ceiling tile and grid system as necessary. 6. Provide and install new duplex electrical outlets at each sink and cabinet location 7. Provide and install new plumbing fixtures and system, inclusive of waste, cold and hot water supply lines, to service the new sinks. Provide and install garbage disposal unit for each sink. 8. All new domestic water lines shall be copper with pipe insulation. All new sanitary lines shall be cast iron or as per the latest PBS-P100 Facilities Standards for the Public Buildings Service. PVC materials are not allowed. 9. Provide and install Instantaneous water heater units under each sink to provide hot water for each fixture. Provide new electrical supply and connection for each unit. 10. The Contractor shall ensure any/and all wall cabinets installed do not obstruct fire sprinkler coverage or fire alarm notification device coverage. 11. The Contractor shall ensure any new base cabinets installed do not obstruct exit or egress path. 12. Provide and install new fire alarm visual notification devices (strobes) as necessary. 13. Project shall be designed by a licensed Plumbing and Electrical Engineer. 14. Agency to approve all paint, finish and color selections. This project is expected to be separate, but in conjunction with USAO project for Design Build construction renovation of the ninth floor of the J.L. King Justice Building. The intention is to conduct major milestones on/about the same dates as the sink kitchenette project, i.e., issue RFP, conduct pre-bid site visit, submit offers, and award contracts. Contractors are encouraged (but not required) to participate in both projects. The RFP number for the ninth floor renovation is 47PE0721R0015 The bid guarantee in the amount shall be at least 20% of the bid price. Performance and payment bonds must equal 100 percent of the original contract price. The solicitation issuance date will occur on/about 08 December 2020. The pre-proposal site visit is tentatively scheduled for 15 December 2020. The tentative construction performance period for substantial completion is 135 days after issuance of the notice to proceed. The specific performance periods applicable for the design and construction stages will be disclosed in the solicitation.� Construction performance periods may be negotiated during the solicitation stage prior to award. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents.
