Description
NASA/LARC has a requirement for a Heating/Ventilation/Cooling (HVAC) system.� The Heating/Ventilation/Cooling (HVAC) system in use in the B1268 Complex is Siemens DDC version 3.12 and both monitors and controls the entire complex. The current system was installed and is currently maintained by Siemens Industry. Parts and services for this system are only available through Siemens Industry, Inc. Under the authority of FAR 6.302-1, only one responsible source exists and no other type of supplies or services will satisfy the agency requirements.� Therefore, NASA/LARC intends to issue a sole source purchase order to Siemens Industry Inc. to acquire a Complex heating, ventilation, and cooling (HVAC) systems. (both hardware and software). An annual maintenance agreement is required to provide technical support, preventative maintenance, and system performance updates and upgrades for these systems to ensure their operability. �If all options are exercised, the total contract period would be five (5) years and six-months. Siemens is the original developers and manufacturers of the Complex heating, ventilation, and cooling (HVAC) systems and is the only supplier for the system and sole supplier of the hardware, software and associated warranties, as well as, service agreements ensuring long term functionality for the agency.� The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to kathryn.avent-ortega@nasa.gov or lakhassia.y.mccoy@nasa.gov not later than 12:00 p.m. Eastern Standard Time on 12/1/2020. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a capabilities and qualifications statement/response which shall be considered by the agency.
