- SPECIAL NOTICE INTENT TO SOLE SOURCE Location: Willamette National Cemetery Department of Veterans Affairs, National Cemetery Administration, Pacific District, intends to negotiate a sole source contract with Irrigation Management Systems, Inc. DUNS: 802239376. This procurement is being conducted in accordance with FAR 13 Simplified Acquisition Procedures and FAR 13.106-1(b) Soliciting from a single source. The contract will be firm-fixed-price, and the NAICS Code is 221310. The Contractor shall furnish all necessary transportation, equipment, data management support and labor to provide irrigation management services for the entirety of the Maxicom-based irrigation system to include: Maintain a database of the irrigation system including flow rates, precipitation rates and plant types. Maintain AutoCAD maps identifying the location of each irrigation zone. Copies are to be made available for the Cemetery and any contracted landscape maintenance vendors as requested. Monitor flow readings from each working flow sensor. Monitor valve activity during normal irrigation season. Maintain site-specific irrigation programs for operation. Maintain and adjust each valve s activity to coincide with plant material needs. Remotely access the Cemetery s Rain Bird weather station for information to adjust for real-time evapo-transpiration. Perform on-site inspections of irrigation zones during the normal irrigation season on a schedule to be mutually acceptable between the contractor and Cemetery. Vendor agrees that a minimum on-site physical presence of two hours per cemetery business day (Monday through Friday) may be required during the months of June, July, August and September at the discretion of cemetery Field Management staff. Coordination with the Cemetery for special events. Maintain a Global Support Plan with RainBird. Provide CCU computer chip replacements when upgrades become available. Coordinate with pump maintenance personnel as needed. Any vendor repairs of system components will be arranged and funded outside of this contract. This Notice of Intent is not a request for competitive proposals. If a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and service, to the Contracting Officer no later than 16:00PM PST, December 1, 2020. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information must be sent to the Contracting Officer Brian Trahan at brian.trahan@va.gov. Verbal responses will not be considered. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Officer will proceed with the sole source negotiation with Irrigation Management Systems, Inc.
