- Description
- The Federal Bureau of Prisons, Federal Correctional Institution Ashland located in Ashland, Kentucky, is issuing this solicitation for the requirements of: QUARTERLY SUBSISTENCE (GENERAL ITEMS).� This solicitation is a 100% Small Business set-aside.� The NAICS code for this solicitation is 311999.� Deliveries will begin in January 2021 (exact dates shown within the solicitation). Deliveries will be made to the Federal Correctional Institution Ashland, located at St Rt 716, Ashland, KY 41105. The Government reserves the right to make single or multiple awards based on best value. The Government will award to the responsible quoter(s) whose quote, conforming to the solicitation, is most advantageous to the Government based on best value. Best value will be determined by evaluating each quotation for one or more of the following: price, past performance, quality, comparison with other offers, and administrative cost.� The solicitation will be made available on or about November 23, 2020, and will be posted to the General Services Administration Federal Business Opportunities website: www.beta.SAM.gov . All future information about this solicitation, including solicitation amendments, will also be distributed through this site. Interested parties are responsible for monitoring this site to insure they have the most up-to-date information about this solicitation. The anticipated date for receipt of quotes is December 7, 2020, by 2:00 PM. �However, this is a projected estimate and quoters should refer to Page 1 of the solicitation, block #8, for the actual date and time quotations are due. The point of contact for all information regarding this solicitation is Luke Bonner, Procurement and Property Specialist. Completed quotes must be sent electronically to lbonner@bop.gov.� The anticipated award date is December 21, 2020. The only format in which questions will be answered is by e-mail (no phone calls please). Faith Based and Community Based Organizations have the right to submit quotes equally with other organizations for contracts for which they are eligible. While we acknowledge COVID-19 is affecting�us all�and�how we conduct business,�it must be pointed out the serious nature of delays in our receiving food shipments.��Simply put,�a lack of food can lead to riots in the prison setting.�� Short delays happen, that's why Federal Acquisition Clause 52.212-4 is incorporated into every award.� 52.212-4(f) defines acceptable delays, but more importantly in our case, it states that the Contractor is responsible�for notification of delays, and follow up on those delays.� We shouldn't have to reach out and ask where a shipment is, the vendor should be notifying us ""setting forth the full particulars in connection therewith."" Every Pre-solicitation, and Solicitation that we post has a letter that explicitly lists our evaluating factors as Price, Technically Acceptable, and Past Performance.� Not abiding by the terms of the above said clause will be saved to the Contract File as an example of past performance.
