- This acquisition is for a fixed price, Indefinite Delivery Indefinite Quantity (IDIQ) Contract for the manufacture and delivery of Homeless Blanket (NSN: 7210-00-119-5335). These items are to be manufactured in accordance with specification BASIC SPEC NR MIL-DTL-32265 NOT 1 dated 6 AUG 2012 and in accordance with REFERENCE QAP 14153 QAP-013689032 dated 2 DEC 2010.� The solicitation number is SPE1C1-21-R-0011� � The solicitation will be issued as a FULLY COMPETITIVE unrestricted aquisition and will contain one 12 month base period and one 12 month option year period.�� The Annual Estimated Quantity (AEQ) requirement is for 600,000 each Homeless Blanket. The ordering period will be 120 days after date of award. Deliveries will be issued approximately every 30 days with quantity of blankets shipped and delivered to: Travis Association for The Blind AF & Mc 3pl - Distribution Services 4512 South Pleasant Valley Road Austin, Texas 78744. The guaranteed quantity minimum for the resultant contract will be an annual of 600,000 for the life of the contract regardless of any exercised option periods. The contract maximum will be 700,000 Blankets per trem. �Delivery will be FOB Destination and Inspection and Acceptance Destionation. The Government required delivery schedule is 120 Days. A Government First Article Test will be required and the appropriate clauses providing the details will be included in the solicitation. FAR Part 15 Contracting by Negotiating procedures will be utilized. Best Value �in accordance with FAR 15.101-1�will be the source selection approach.� NOTE: This is NOT a Request for Proposal, Request for Quote, or Invitation for Bid. The Government is in no way obligated to purchase any material as a result of this notice. �The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as �The Berry Amendment�) impose restrictions on the DOD�s acquisition of foreign products and services.� Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012 and �specialty metals� (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possession or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies The estimated release date of the solicitation is TBD . The date is subject to change. A copy of the solicitation will be available via DLA Internet Bid Board System (DIBBS), https://www.dibbs.bsm.dla.mil/. All responsible sources will be able to submit a proposal which will be considered by DLA Troop Support.
