Description
The National Park Service has a requirement for the following project. If you are interested, please submit your detailed capabilities in WRITING to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. If you choose to submit a package, clearly identify the park and project on your package (DEWA-294871, Wetlands Restoration - Restoration Construction) and identify your socioeconomic status (8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, and Small). Your email capability information MUST be 10 pages or less and be SPECIFIC to the scope provided. The cover page of the capabilities must also include your DUNS Information. Your response is due no later than 4:00 pm Mountain Time on December 18, 2020. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.�see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. All firms should be registered and certified in www.SAM.gov. PARK/PMIS: DEWA 294871 Delaware Water Gap National Recreation Area Wetlands Restoration - Restoration Construction NAICS Code: 237990 Estimated Cost Range: $5 million - $10 million Estimated Period of Performance: March 2021 � December 2021 Project Description The National Park Service (NPS) proposes to restore wetlands and the natural function of a stream and its floodplain by reversing man-made changes in and near the Watergate Recreation Site in Warren County, New Jersey. The project would meet an NPS requirement to restore no less than 33 �credit acres� to compensate for the temporary and permanent impact to wetlands, floodplains, and ecosystem function caused by the construction, operation, and maintenance of a high-voltage transmission line and its 200-foot-right-of-way within the Delaware Watergap National Recreation Area. In 2020, the National Park Service developed the Watergate Wetlands Restoration Project Environmental Assessment (EA) in response to conditions at the Watergate Site and the proposed actions. The current solicitation is for the Restoration Phase. The Restoration Construction contract is comprised of erosion and sediment control measures inspection and maintenance, fish salvaging and dewatering, site demolition, invasive vegetation treatment, earthwork (including material separation and salvaging, grading operations and transport/disposal of excess material), additional installation of erosion and sediment controls, stream restoration (including dewatering and fish salvaging requirements), revegetation with live plants and government furnished seeds, and final removal of all erosion and sediment controls with final stabilization. The Work for the overall restoration project shall be conducted in 6 stages, as follows. Stages may overlap and are developed in accordance with applicable timing restrictions associated with the project. Stage 1 is not part of this solicitation. Stage 2: Stage 2 begins the Restoration Construction work and includes dewatering of ponds and fish salvage; demolition of earthen dams; dewatering of the stream and performing fish salvaging within reach 1 of Van Campens Brook near Garis barn and installing rock sills (not to occur until after April 30th); performing invasive species treatment, and performing demolition and removal of all structures/site features identified on the plans within the interior of the perimeter erosion controls. Demolition of structures outside of perimeter erosion controls and along the stream bank shall not be permitted during this phase. Work of this stage shall be substantially complete in 60 days after the Notice to Proceed, not to begin earlier than April 1st following timing restrictions. Stage 3: Stage 3 consists of performing topsoil stripping and stockpiling; performing earthwork in all areas within the perimeter erosion controls, performing material separation/screening to generate channel bed substrate materials, demolishing pipes indicated for removal within grading limits; performing invasive vegetation species treatment. Work of this stage shall be substantially complete in 168 days after the Notice to Proceed, not to begin earlier than April 1st following timing restrictions. Stage 4: Stage 4 consists of installing in-stream erosion controls and critter fencing south of Van Campens Brook; dewatering the stream and performing fish salvaging within reach 2 of Van Campens Brook; performing channel excavation/restoration; performing demolition of structures identified for removal along stream banks; performing stream bank restoration with temporary dewatering and fish salvaging along stream banks; and performing invasive vegetation species treatment. Work of this stage shall be substantially complete in 46 days, not to begin earlier than August 1st following timing restrictions. Stage 5: Stage 5 consists of placing habitat structures within the floodplain; invasive vegetation species treatment; removal of temporary roads, staging, and stockpile areas in areas of proposed vegetation plantings; performing permanent seeding; and performing permanent herbaceous plugs, shrubs and forested plantings. Work of this stage shall be substantially complete in 60 days, not to begin earlier than September 1st following timing restrictions. Stage 6: The remaining Work with site cleanup and demobilization shall be substantially complete at time of Substantial Completion. ****Firms interested in the project should possess the following specialized skills and experience and address these specialized skills and experience in their responses to this Notice. 1) Experience in the construction of similar complexity and size projects including construction of restoration; working with regulatory schedule restrictions; site demolition; erosion and sediment control; fish salvage and dewatering; earthwork (material separation and salvage, grading, and transport/disposal of material); stream restoration; and revegetation with live plants and seeds. 2) Experience working in a similar environment, including: a. Responsibility for the protection of cultural and natural resources b. Ecologically sensitive environments c. Working adjacent to other contractors working on different projects d. Experience working in cold weather conditions with snow and ice accumulations, hot and humid conditions with rainfall, and in areas of high ground water and in streams. e. Experience working in semi-remote areas
