Description
I. AUTHORITY & INTRODUCTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, �Streamlined Procedures for Evaluation and Solicitation for Commercial Items,� as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses in effect through Federal Acquisition Circular 2020-08 The appropriate North American Industry Classification System (NAICS) Code is 519130 - Internet Publishing and Broadcasting and Web Search Portals. The Small Business Size standard is 1,000 employees. This requirement is solicited as a Full and Open competition. The Department of Justice (DOJ), Justice Management Division, Library Staff is seeking to purchase on behalf of the Antitrust Division a subscription to a commercial-off-the-shelf (COTS) web-based platform that provides licensed content to energy/power information. ATR requires access to data on U.S. wholesale and retail electricity prices and quantities, capacity, and fuel costs and an energy mapping interface. The ATR user must be able to generate customized reports on the dimensions and metrics specified below, and save the parameters specified in these reports. The data should include historical data for at least the past 5 years. II. SPECIFIC REQUIREMENTS: The contractor shall meet or exceed the requirements for energy and power information specified in the attached Requirements List. III. CONTRACT LINE ITEM BREAK-OUT: Responsible quoters shall provide pricing for the following line items. All services provided by the Contractor (tasks and deliverables) must conform with the requirements specified in the attached Statement of Requirements. Non-conforming services will not be considered for award. Line Item 0001: Base Year: Energy and Power Data. Reference the attached REQUIREMENTS LIST for further details. Line Item 1001: Option Year One (1): Energy and Power Data Reference the attached REQUIREMENTS LIST for further details. Line Item 2001: Option Year Two (2): Energy and Power Data. Reference the attached REQUIREMENTS LIST for further details. Line Item 3001: Option Year Three (3): Energy and Power Data. Reference the attached REQUIREMENTS LIST for further details Line Item 4001: Option Year Four (4): Energy and Power Data. Reference the attached REQUIREMENTS LIST for further details IV. EVALUATION CRITERIA AND BASIS FOR AWARD: The Government intends to award a contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation, results in the Lowest Priced and Technically Acceptable quote to the Government. The following evaluation factors will be used to evaluate quotes: 1. Technical Capability 2. Price (Firm-Fixed) Technically acceptable means that the contractor provides Energy and Power Data that meet or exceed the requirements specified in the Requirements List and the requirements of the solicitation. Technical Capability: -Technical capability shall be evaluated to determine whether the quoters's quote demonstrates that the quoter's Energy and Power Data meets or exceeds the requirements specified in the attached REQUIREMENTS LIST. Price: Price will be evaluated for all quoters whose quotes are determined technically acceptable. DOJ Libraries will evaluate the line item prices and the total price of the Energy and Power Data for reasonableness. DOJ Libraries will evaluate the price of the base year and each option year for reasonableness. The total price will be evaluated to determine whether: 1) the total price is consistent with the technical portion of the quote; and, 2) the total price is a fair, reasonable and realistic overall price in the Government's evaluation. V. DELIVERY: Delivery is not required. See the requirements specified in the attached REQUIREMENTS LIST. VI. REQUIRED SUBMISSIONS All contractors shall submit the following via email to Marla.Chesler@usdoj.gov: 1. For the purpose of evaluation of technical capability: - A technical quote demonstrating that the contractor's Energy and Power Data meets or exceeds the requirements specified in the attached REQUIREMENTS LIST. - The quoter may include any other information that it deems necessary to demonstrate that it meets or exceeds the requirements specified in the attached REQUIREMENTS LIST. 2. For the purpose of evaluation of Price: Quoters shall provide firm-fixed price quotes for each Line Item as specified in the CONTRACT LINE ITEM BREAK-OUT, and a total firm fixed-price inclusive of all required line items. 3. The quote shall contain, at a minimum, the following business items: a) The Name, DUNS number, address, telephone number and email address of the contractor. b) The total number of pages of all required submissions shall not exceed 20 pages. Disclosures required by applicable clauses, such as FAR 52.212-3, do not count towards the page limitation. IMPORTANT NOTICE TO CONTRACTORS: All prospective awardees are required to have an active SAM registration at time of quote submission and are required to maintain an active registration during the life of the contract. SAM can be accessed at https://www.sam.gov. VII. FAR CLAUSES: The full text of FAR provisions or clauses may be accessed electronically at http://acquisition.gov/comp/far/index.html. The following solicitation provisions apply to this acquisition: FAR 52.212-1, �Instructions to Offerors�Commercial Items� (Jan 2017) FAR 52.212-3, �Offerors Representations and Certifications�Commercial Items� (Nov 2017) 52.204�24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment. Offerors must complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 52.212-3, �Offerors Representations and Certifications�Commercial Items.� If paragraph (j) of the provision is applicable, a written submission is required. The following contract clauses apply to this acquisition: FAR 52.212-4, �Contract Terms and Conditions�Commercial Items� (Jan 2017) FAR 52.212-5, �Contract Terms and Conditions Required to Implement Statutes or Executive Orders� (Jan 2018) VII. DUE DATE FOR QUOTES & QUESTIONS: E-mail quotes are required. Quotes must submitted to Marla Chesler using the e-mail address: Marla.Chesler@usdoj.gov, by 12/01/2020 5:00 P.M. Eastern Time. A quote shall be considered received when it is received in the electronic inbox of Marla Chesler not later than the date and time identified herein. Quotes submitted after this time will be considered late and may be subject to rejection due to noncompliance with the solicitation submission requirements. FAX quotes will not be accepted. All questions regarding this notice must submitted to Marla Chesler using the e-mail address: Marla.Chesler@usdoj.gov, by 11/27/2020 5:00 P.M. Eastern Time. Questions submitted after this date may not be addressed by the Government prior to the quote submission due date.
