- Description
- The US Space Force, Space and Missile Systems Center (SMC), Launch Enterprise Systems Directorate (ECL), Small Launch and Targets Division (ECLX), Rocket Systems Launch Program (RSLP), Kirtland AFB, Albuquerque, NM is interested in obtaining a Statement of Capabilities (SOC) for increasing Spaceport capabilities to support military utility for National Security Space Launch activities. Background: The Spaceport Services 4 (SPS-4) effort has the objective of investing in United States based Spaceport capabilities and enhancements that will be focused on increasing the military utility of these installations in support of future DoD launch services. It is anticipated that SPS-4 will be competitively awarded. Qualified awardees, at a minimum, will have an existing FAA license for suborbital and/or orbital space launch activities, receive funding from the local or State government, a have existing operational facilities, and have experienced personnel with up to the SECRET level clearances that can support and process�SECRET DoD payloads and provide launch services. Responses to this RFI will be considered in the Government�s development of acquisition strategies. All potential SPS-4 sources are encouraged to respond with a Statement of Capability (SOC) expressing support for the contract. To assist the Government's development of requirements, ensure your SOCs address your spaceport's current capabilities, planned future capabilities by 4Q CY 2021, and describe potential upgrades that would enhance the military utility of these capabilities. In addition please address the following: A.� FAA license for suborbital and orbital launch � � -- Include a list of launch vehicles currently licensed or planned to be licensed at the spaceport by 4Q CY 2021 B.� Facilities � � �--Identify SECRET level facilities and personnel C.� Discuss the spaceports organization and ownership structure SOC Guidelines: The SOCs may be in presentation format and/or as a written narrative.
