- This is a sources sought announcement only. This is not a solicitation announcement. The purpose of this announcement is to gain knowledge of current market conditions relative to NAICS 621111 Offices of Physicians (except Mental Health Specialists) with a size standard of $12 million. The Department of Veterans Affairs (DVA), Network Contracting Office 23 (NCO 23), on behalf of the Sioux Falls VA Health Care System (SFVAHCS), Sioux Falls, SD is seeking to identify any vendors capable of providing contractual services for Cardiology Physician Services in accordance with the specifications contained herein to beneficiaries of the DVA and SFVAHCS. The period of performance will be one (1) twelve-month base period, and four (4) twelve-month option periods; estimated start date is May 1, 2021 through April 30, 2022. Background: Pursuant to the Veterans First Contracting Program, the VA is trying to ascertain if there are qualified Service Disabled Veteran Owned Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) with the capability of providing the below services (Respondents are not limited to SDVOSB/VOSB concerns; the Government seeks to identify ALL potentially interested sources): SERVICES PROVIDED The Sioux Falls VA Health Care System, hereinafter referred to as SFVAHCS intends to secure Cardiology Physician services for the SFVAHCS located at 2501 W 22nd Street, Sioux Falls, SD 57105. The contractor shall propose key personnel to be available for scheduling to meet the estimated requirement of 1.0 FTE. One (1.0) FTE is defined by VA as a person working 40 per week or a minimum of 80 hours every two (2) weeks and does not include holidays. The anticipated contract will be an Indefinite Delivery Indefinite Quantity contract, which actual dates and quantities ordered are not guaranteed. All services provided shall be in accordance with the costs, terms and conditions of the contract. The Sioux Falls Veterans Affairs Medical Center is looking for responses from contractors regarding their capability to provide the following mentioned services: GENERAL: Services Provided: The Contractor shall provide Board Certified Cardiology Physician Services on site in accordance with the specifications contained herein to beneficiaries of the Department of Veterans Affairs (VA) and the Sioux Falls VA Health Care System. Place of Performance - Contractor shall furnish services at the Sioux Falls VA Health Care System, 2501 W 22nd St, Sioux Falls, SD 57105 Authority: Title 38 USC 8153, Health Care Resources (HCR) sharing Authority QUALIFICATIONS: Staff/Facility License - The Contractor s physician (s) assigned by the Contractor to perform the services covered by this contract shall have a current license to practice medicine in any State, Territory, or Commonwealth of the United States or the District of Columbia) when services are performed onsite on VA property. All licenses held by the personnel working on this contract shall be full and unrestricted licenses. Contractor s physician(s) who have current, full and unrestricted licenses in one or more states, but who have, or ever had, a license restricted, suspended, revoked, voluntarily revoked, voluntarily surrendered pending action or denied upon application will not be considered for the purposes of this contract. Board Certification - All Contractor s physician(s) shall be Board Certified by the American Board of Internal Medicine in cardiology http://www.abim.org/, and be currently certified in Basic Life Support (BLS) Advanced Cardiac Life Support (ACLS) or equivalency. All continuing education courses required for maintaining certification must be kept up to date at all times. Documentation verifying current certification shall be provided by the Contractor to the VA COR on an annual basis for each year of contract performance. Credentialing and Privileging Credentialing and privileging is to be done in accordance with the provisions of VHA Handbook 1100.19 referenced above. The Contractor is responsible to ensure that proposed physician(s) possesses the requisite credentials enabling the granting of privileges. No services shall be provided by any Contractor s physician(s) prior to obtaining approval by the Sioux Falls VA Health Care System Professional Standards Board, Medical Executive Board and Medical Center Director. If a Contractor s physician(s) is not credentialed and privileged or has credentials/privileges suspended or revoked, the Contractor shall furnish an acceptable substitute without any additional cost to the government. Technical Proficiency - Contractor s physician(s) shall be technically proficient in the skills necessary to fulfill the government s requirements, including the ability to speak, understand, read and write English fluently. Contractor shall provide documents upon request of the CO/COR to verify current and ongoing competency, skills, certification and/or licensure related to the provision of care, treatment and/or services performed. Contractor shall provide verifiable evidence of all educational and training experiences including any gaps in educational history for all Contractor s physician(s) and Contractor s physician(s) shall be responsible for abiding by the Facility's Medical Staff By-Laws, rules, and regulations (referenced herein) that govern medical staff behavior. Continuing Medical Education (CME)/ Certified Education Unit (CEU) Requirements: Contractor shall provide the COR copies of current CMEs as required or requested by the VAMC. Contractor s physician(s) registered or certified by national/medical associations shall continue to meet the minimum standards for CME to remain current. Contractor shall report CME hours to the credential s office for tracking. These documents are required for both privileging and re-privileging. Failure to provide shall result in loss of privileges for Contractor s physician(s). DEA - Contractor shall provide copy of current DEA certificate. Responses to this sources sought notice must include the following information. General Information of your company name, address, contact person name, phone number, fax number, e-mail address(s) and DUNS number and company website if available. Socio-economic status of business (i.e. SDVOSB/VOSB, Small Business, Large etc.) Are you, or have you provided Cardiology Physician Services. If so, please provide contract number(s) for the previous three (3) years. Will your company enter into a joint venture or other relationship in order to provide this service?
