- This is a Sources Sought Notice: (a) The Government does not intend to award a contract on basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although ""proposal,"" ""offeror,"" contractor, and ""offeror"" may be used in this Sources Sought Notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as ""proprietary"" or ""confidential,"" intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office in Cheektowaga, NY for the purpose of collecting information about: Environmental Consulting Services for Title V Operating Permit Compliance at VA New Jersey Health Care System Lyons Campus. The NAICS code identified for this requirement is 541620: Environmental Consulting Services. The requirement is detailed in the Draft Performance of Work section of this document. (e) Cursory market research has identified small businesses that may be able to provide for this requirement. Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Jacob Burg at Jacob.Burg@VA.gov by 11:00am EST Monday, November 30, 2020 in order to receive consideration in the procurement strategy. - Part of the purpose of this Sources Sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. If contractor is a Service-Disabled Veteran Owned Small Business (SDVOSB), a Veteran Owned Small Business (VOSB), or any other special category of contractors, then contractor is responsible for providing documentation in support of this. This information will be used to determine the viability of a set aside for this requirement. - Contractors shall also identify any Federal Supply Schedules that may carry the desired services. DRAFT STATEMENT OF WORK Background: The VA New Jersey HealthCare System (VANJHCS) Lyons Campus requires an annual service contract with 4 option years to provide compliance assistance with certain Submittal/Action Requirements of our Title V permit. The Title V permit falls under the Air Quality Permitting program of the State of New Jersey, Department of Environmental Protection (NJDEP) ID: 36080, BOP100001) which is responsible for permitting and testing stationary sources of air pollution to ensure they do not affect air quality. The sources under permit at the VANJHCS Lyons campus are the Emergency Diesel Generators, Waste Oil Heater and the Central Heating Plant Boilers. The Title V permit lists several applicable requirements which the VANJHCS Lyons must comply with. The several specific requirements are listed below as various tasks. Scope: The contractor will furnish all labor, materials, supplies, equipment and fees necessary to accomplish the services required in this scope of work specifically Tasks 1 thru 4 as outlined below. The contractor shall be an engineer/scientist who is knowledgeable with the Clean Air Act and specifically with the Title V permit of VANJHCS Lyons. Specific requirements are listed below. The Contractor shall also provide the deliverables listed below in accordance with the schedule provided under the deliverables section of this SOW. Task 1 a) Submit the online Semi-Annual Deviation Report, b) Submit the online Annual Compliance Certification, and c) Sulfur Reports from fuel oil usage to NJDEP. 1. Deviation (Semi-Annual) Reports (as per the permit, subject item FC, Ref#13). There are two Deviation Reports that need to be submitted annually. The contractor will review all the requirements of the Title V permit and prepare the online semi-annual compliance reports. The records and logbooks maintained by VANJHCS Lyons will be reviewed while making this determination. The contractor will submit the draft reports to VANJHCS Lyons for review. The comments will be incorporated into the final submittals due by January 30th, 2021, and July 30th, 2021. 2. Annual Compliance Certification (as per the permit, subject item FC, Ref#7). Per NJDEP, the semi-annual and annual report may be combined for compliance submittal. The contractor will review all the requirements of the Title V permit. The contractor will prepare the online joint annual and semi-annual compliance report based on the information provided. The contractor will submit the draft compliance certification to the VANJHCS Lyons for review. The comments if any shall be incorporated into the final and this annual certification is due to NJDEP by January 30th, 2021. 3. Sulfur Reports (as per the permit, U17, U18, & U19 OS Summary, Ref#27 and U20 & U21, OS Summary, Ref#26). Fuel Supplier Certifications are to be submitted semi-annually in the required format as specified in the permit. The contractor shall coordinate with the fuel supplier to establish the format required for each certification. VANJHCS Lyons will provide the contractor a copy of the Bill of Lading etc. Task 2 a) Submit the online Annual Combustion adjustment requirements reports to NJDEP, and b) Submittal of fuel oil #2 exemption certification to NJDEP. 1. Annual Combustion Adjustment Reports to NJDEP for RY2020 (as per permit, U17, U18, & U19 OS Summary, Ref #6 and U20 & U21, OS Summary, Ref#5). The boilers annual adjustment testing must be submitted to NJDEP. It is to be noted that the contractor will not conduct the annual tune up, which will be done by VANJHCS/other contractors. VANJHCS will provide the reports to the contractor who will only ensure that the report covers the testing requirements of NJDEP and submit the same. 2. Annual Fuel Oil #2 Exemption for CY2020 (as per permit, U17, U18 & U19, OS2, Ref#11 and U20 & U21, OS2, Ref#11). A certification of exemption shall be submitted to NJDEP by March 1st of every year to ensure the use of fuel oil #2 on the boilers was due to emergencies and or maintenance/ testing purposes. VANJHCS will provide the contractor with the data needed to complete the certification letter to NJDEP Regional Enforcement Office. The contractor will provide a draft to VANJHCS for review, and final certification. Task 3 a) Task 3 includes the air emission statement that is required to be submitted by May 15th of every year. 1. Emission Statement (as per the permit, subject item FC, Ref#6). The annual emission statement for CY 2020 should be submitted to NJDEP before May 15th, 2021. The contractor will calculate the emissions and submit it in RADIUS. VANJHCS will provide the contractor with the necessary data and logbooks to calculate the emissions. Task 4 a) Task 4 includes compliance support with assistance with NJDEP information request and correspondence regarding the Title V. 1. Title V Operating Permit (BOP100001). The Title V permit has applicable requirements for the various sources in the permit. NJDEP enforcement and permitting divisions frequently request additional information in relation to the permit. The contractor will provide the support to assist with information and document submittal requested by the agency.
