Description
PURPOSE: The U.S. Bureau of Reclamation (BOR), Upper Colorado Basin, Power Office has a project to modernize controls for six power plants within the Colorado River Storage Project. This requirement is being procured in accordance with Part 15 and 36 of the Federal Acquisition Regulations. The BOR intends to issue a competitive firm fixed price two step design build contract for this requirement. PROJECT DESCRIPTION: The Upper Colorado Basin Power Office has a requirement to modernize controls in six power plants. This is a design build requirement to provide Controls Modernization for each of the facilities listed under �Location of the Work� to achieve the following: 1. Improve level of automated operation and reduce the amount of operator intervention required to provide local, facility-based control. Includes actions or inputs Operator provides to support the automated operation of the facility. 2. Improve information gathering and maintainability across facility components, for use in monitoring and historical trending activities. 3. Increase general operating efficiency and water flow efficiency in the facilities. 4. Improve start-up sequencing and start-up duration. 5. Standardization, uniform hardware and layout to the extent possible. Work includes at a minimum: 1. Field investigation of systems and drawings. 2. System design and analysis. 3. Hazardous materials coordination. 4. Demolition. 5. Installation. 6. Furnish equipment and components. 7. Control panel replacement and modifications. 8. System programming. 9. Testing and commissioning. 10. Training. LOCATION OF THE WORK: Work is located at the following Reclamation Powerplants. 1. Blue Mesa: Approximately 36 miles east of Montrose, Colorado, in Gunnison County, on the Gunnison River. 2. Morrow Point: Approximately 22 miles east of Montrose, Colorado, in Gunnison County, on the Gunnison River. 3. Crystal: Approximately 20 miles east of Montrose, Colorado in Montrose County, on the Gunnison River. 4. Glen Canyon: Approximately 2 miles northwest of Page, Arizona, in Coconino County. 5. Flaming Gorge: Approximately 41 miles North of Vernal, Utah in Daggett County on the Green River. 6. Fontenelle: Approximately 24 miles southeast of La Barge, Wyoming, in Lincoln and Sweetwater Counties. PERIOD OF PERFORMANCE: The anticipated period of performance is May 01, 2021 through May 01, 2026. NAICS AND SIZE STANDARD: The NAICS code for this project is 237990 with a small business size standard of $39.5 million. This project will be conducted using full and open competition. DISCLOSURE OF THE MAGNITUDE OF THE CONSTRUCTION PROJECT: The magnitude of this project is over $10,000,000. SOLICITATION STRUCTURE AND RELEASE DATE: The solicitation is anticipated to be released the in December 2020 as a two-stage solicitation. Stage one proposal responses will be utilized to select the most highly qualified vendors to submit proposal responses for stage two. Stage two proposals will be evaluated to select the awardee. SYSTEM FOR AWARD MANAGEMENT (SAM, www.sam.gov): The System for Award Management (SAM) is a recently implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). Offerors must be successfully registered in SAM in order to be considered for a Government contract award. SITE VISIT: The Government intends to conduct a site visit during stage two of the solicitation. Information regarding the site visit will be included with the solicitation.
