Description
Naval Station Newport, RI, has consistently had an increasing problem with residential Canada Geese on and around the base property. This requirement is for hazard management geese deterrent services throughout the Naval Station Newport property. The contractor shall utilize at a minimum one (1) herding dog. The Contractor shall be responsible for the ownership and use of the working dog (s) at the Naval Station Newport, for harassment within designated areas. On site contractor personnel must possess a degree in wildlife management or related field, with a minimum of 1 year of experience in successful Canada Geese programs for large sites. Contractor ownership must possess a Master�s or higher degree in wildlife management or in a related field, with a minimum of 8 years of experience in wildlife management. In addition, contractor ownership shall have a minimum of five (5) years� experience with the use of herding dogs for bird harassment. The contractor shall submit individual project summaries within the past three (3) Years of experience in work similar to this work. The contractor shall be on site daily and respond to Canada geese presence with the herding dog(s) when observed by the contractor, as well as in response to the Government�s call. The contractor shall have experience and shall be fully trained and fully responsible for working and caring for the dog. The contractor shall provide daily coverage seven days each week, 52 weeks per year, from sunrise to sunset based on the presence/pressure of Canada geese needs. Surveillance of Control Actions: The contractor shall perform ongoing surveillance of all control actions undertaken at the base to assess effectiveness. The contractor shall coordinate with the COR and make recommendations to maximize the effectiveness of control actions. Additional measures may be taken in consultation with the COR to include habitat changes, fencing, egg addling, and other harassment techniques.� Contractor may also be asked to harass Gulls with the working dog. Recordkeeping and Reporting: The contractor shall record all surveillance, control, and inspection activities in accordance with the procedures established in the protocol. The contractor shall prepare a monthly report of bird presence to the COR. These reports shall provide at a minimum, the following information: (1) the size of the Canada Geese population on Naval Station Newport, RI; (2) the number that have been removed; (3) applicable scientific data related to mating and pairs; (4) the number of nests/eggs removed or destroyed, (5) eggs hatched; (6) types of control methods used; (7) types and numbers of animals other than Canada geese harassed; and,(8) suggestions for habitat management.� The Contractor may also be asked to provide a similar report on Gulls. Working Dog(s): The contractor shall be responsible for the transportation, training, boarding, outside portable kennel, dog pen and shelter, humane (SPCA) care, vaccinations/shots, licensing, medical treatment, feeding, and any other maintenance requirement ensuring a healthy well trained herd dog. The Contractor must also provide proof of Liability Insurance against any accidents to property or personnel that may occur while the dog is on Navy property. Dog(s) shall not be housed on the installation at night or on weekends. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
