Description

SYNOPSIS This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2 - Synopses of Proposed Contract Actions. The US Army Corps of Engineers, Portland District intends to award a sole source, firm-fixed price contract with Real-Time Innovations (RTI), Inc., 232 East Java Drive, Sunnyvale, CA 94089-1218. The purpose is to purchase software and support for the term of 14 months. These items are developed by RTI and they hold the proprietary rights to license and support their software. Following items are: Quantity 7 - Part #866-20-85-00-01: License for RTI Connext DDS Professional, Developer Subscription Quantity 1 - Part #5044-69-00-07: 120 Hours Premium Support, Annual Subscription Quantity 1 � Part #MAINT-REINSTATE: Maintenance Reinstatement Fee The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR Subpart 13.106-1(b) � Soliciting from a single source for purchases not exceeding the simplified acquisition threshold. A SOLICITATION WILL NOT BE POSTED The Government intends to proceed with this sole source action. The NAICS code used is 511210 - Software Publishers. The size standard as defined by the U.S. Small Business Administration is $41.5 million. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a quote to the contracting officer before the notice end date. If no affirmative written responses are received on 4 December 2020�by 12:00 pm Pacific Standard Time an award will be made without further notice. Oral communications are not acceptable in response to this notice. Electronic responses and questions shall be submitted via email to the point of contact at dawn.r.simpson@usace.army.mil. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. The US Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
