The Naval Facilities Engineering Command Far East (NAVFAC FE) Public Works Department (PWD) Atsugi, Facilities and Acquisition Division (FEAD) Acquisition (ACQ) has a contemplated requirement for Fiscal Year 2019. DESIGN-BUILD CONSTRUCTION PROJECT �FOR CONSTRUCT RECREATION MALL, ATSUGI, JAPAN � AT THE U.S. NAVAL AIR FACILITY (NAF), ATSUGI, JAPAN THIS IS A SOURCES SOUGHT NOTICE ONLY.� THIS IS NOT A REQUEST FOR PROPOSAL. NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. Naval Facilities Engineering Command Far East (NAVFAC FE), PWD Atsugi has a contemplated Design-Build Construction project for �CONSTRUCT RECREATION MALL, ATSUGI, JAPAN AT NAF ATSUGI, JAPAN.�� �The information received will be utilized within the Navy to facilitate the decision making processes and will not be disclosed outside of the agency.� No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests.� This notice does NOT constitute a request for proposal, request for quote, or invitation for bid and is not construed as a commitment by the Government for any purpose. GENERAL INFORMATION In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. NAVFAC FE PWD Atsugi is seeking to identify qualified, experienced and interested businesses capable of performing the work as described herein.� The North American Industry Classification System (NAICS) code: 236220 The Design-Build project is to perform design and construction work for a proposed 2,090 SM (22,500 SF) Recreation Mall at the Naval Air Facility Atsugi, Japan. The proposed Recreation Mall will feature a 6-lane bowling center, one theater with seats, amusement center, food service area and ancillary support facilities. The facility is organized around public circulation, linking the key areas of the building and provides visibility and easy access to all public areas. In accordance with DFARS 236.204, the magnitude of this construction project is estimated between �1,000,000,000 and �2,500,000,000. The Offeror shall be required to complete the entire work, ready for use, no later than 800 calendar days. Contractor License Requirement Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract.� Contractors must be registered to do business and possess an appropriate license issued by the Ministry of Land, Infrastructure and Transport or prefectural government in order to perform work under this contract. Status of Forces Agreement (SOFA) The U.S. Government shall not offer �United States Official Contractor� status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) under this solicitation. Furthermore, unless specifically provided in the specific task order request for proposal, the U.S. Government shall not certify any employees of a contractor as �Members of the Civilian Component� under Article I(b) of the SOFA. SUBMITTAL REQUIREMENTS Interested firms should submit Attachment 1: Sources Sought Contractor Information Form to identify your firm�s performance capability for the requested construction work, however, firms can use its own format to demonstrate the qualifications, capability and experience (no more than 2 single-sided pages or 4 double-sided pages including attachments, single spaces, and 10 point font minimum). Please respond to this notice electronically to Ms. Rie Hanazato via email at Rie.Hanazato.JA@fe.navy.mil no later than 14:30 Japan Standard Time Tuesday, 1 December 2020 using the subject line �Sources Sought N4008421R8401.� Responses received after the deadline or without the required information will not be considered. Since this is a Sources Sought/Synopsis, evaluation letters will not be issued to any respondent. NOTE: Respondents will not be notified of the results of the Navy�s market research. NAVFAC FE will utilize the information for acquisition planning purposes. All data received in response to this Sources Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government.
