THIS IS NOT A SOLICITATION, OFFER, OR ACTIVE PROCUREMENT AND WILL NOT RESULT IN AN AWARD. The DCMA Commercial Item Group (CIG) is issuing this announcement advertising an opportunity for non-traditional and traditional defense contractors to submit commerciality requests directly to the CIG for a potential Commercial Item Determination (CID) to be issued for their product(s). This announcement is targeting specific product areas reflecting OUSD(R&E) communities of interest. The CIG recently completed a pilot program evaluating commerciality requests directly from industry this past summer, focusing the initial effort on non-traditional contractors� products. The pilot program was a success and we look forward to making this second round an even bigger success! Please pay particular attention to the requirements of each package submittal as the CIG has limited bandwidth to review these packages and will be returning all non-compliant package submittals. This is an excellent opportunity to submit a package identifying your product as commercial and potentially receive a Government Commercial Item Determination (CID) ahead of a Government solicitation/active acquisition requirement. Obtaining a Government Contracting Officer CID ahead of need will speed up the acquisition process. For this second offering, the DCMA CIG is targeting the following limited product areas - Space Systems, Unmanned & Autonomous Systems, Energy and Materials, Ruggedized & High performing computer components, IMUs, Engines, and High Energy, Long Cycle Life Batteries (see below for further definition). Please check out this opportunity and share this information with those who may qualify.� Please follow submittal criteria to preclude extended case times or possible cancellation of the case. We are currently looking for items not currently being procured by the Department of Defense as commercial items. This current opportunity is only relevant for products, not services; no Commercially available off-the-shelf (COTS) items will be accepted.� If you are interested in obtaining a Government Contracting Officer CID, please submit a package that meets the following criteria: - Item not currently being procured by DoD - How does this product benefit the government? - Limit of no more than 3 parts per contractor - Extended value over the TINA threshold of $2M - Provide future demand for DoD, if known (forecast quantity) - Mandatory package walk-through with contractor - Item may not have been previously submitted to the DoD for a commerciality review - Required documentation to support your assertion (see attached listing) Your commerciality assertion package will be pre-vetted prior to acceptance based on meeting the above criteria and required documentation.� The time to review your commerciality assertion may be longer than usual depending on CIG workload at time of package submittal.� Normal CIG workload (DoD Customer requests) takes precedence over submittals in response to this RFI. IMPORTANT: If your submittal is lacking information, you will receive an email requesting this information.� Acknowledgement of any Request For Information (RFI) is required within five days; the RFI will stipulate the suspense date for the information/data requested.� Please provide any requested information by the suspense in the email or your case will be canceled because our resources are needed for other cases. Further Information The statutory definition for commercial items is broad, therefore, Government contracting officers must exercise sound business judgment in determining whether items or services meet the commercial item definition (see FAR 2.101). �Nontraditional defense contractor� means an entity that is not currently performing and has not performed any contract or subcontract for DoD that is subject to full coverage under the Cost Accounting Standards (CAS) prescribed pursuant to 41 U.S.C. 1502 and the regulations implementing such section, for at least the 1-year period preceding the solicitation of sources by DoD for the procurement (10 U.S.C. 2302(9)). Commercial Item Group (CIG): 10 U.S. Code �?2380 �Commercial product and commercial service determinations by Department of Defense� required the Department to: �(1) establish and maintain a centralized capability with necessary expertise and resources to provide assistance to the military departments and Defense Agencies in making commercial product and commercial service determinations, conducting market research, and performing analysis of price reasonableness for the purposes of procurements by the Department of Defense; and (2)� provide to officials of the Department of Defense access to previous Department of Defense commercial product and commercial service determinations, market research, and analysis used to determine the reasonableness of price for the purposes of procurements by the Department of Defense. The Department placed this centralized cadre of experts within the Defense Contract Management Agency (DCMA), known today as the Commercial Item Group (CIG). The DCMA CIG has six locations across the United States and its staff is comprised of Government Contracting Officers, Contract Price/Cost Analysts and Engineers. In addition to issuing commercial item determinations and performing the requirements under 10 U.S. Code �?2380, the CIG also coordinates and serves as subject matter experts supporting the Department with management of its centralized Commercial Item Database. For additional information on the DCMA CIG, please visit the following link: https://www.dcma.mil/commercial-item-group/ Targeted Product Areas: Space Systems - Satellite Communications (SATCOM): Provide seamless, end-to-end, space-based communications that are integrated and interoperable; Missile Warning, Missile Defense, Kill Assessment and Attack Assessment: Provide timely and unambiguous detection of ballistic missile launches and nuclear detonations from space; Positioning, Navigation and Timing (PNT): Provide the ability for generating and using signals to enable determination of precise location, movement and time; Intelligence, Surveillance and Reconnaissance (ISR): Provide Space-based systems for Space Situational Awareness (SSA), Geospatial Intelligence (GEOINT) and Signals Intelligence (SIGINT); Space Control (SC) and Space Situational Awareness (SSA): Provide freedom of action in space to ensure: resilience to threats, ability to perform in a degraded environment, and ability to deny an adversary�s use of space against our forces in conflict; Space Access (SA): Provide delivery, maneuvering, and recovery of payloads to and from space in a responsive, reliable, flexible manner, ensuring assured access to space in peace, crisis, and through the spectrum of conflict; Space and Terrestrial Environmental Monitoring (EM): Provide remote sensing and monitoring of the operational space environment and Earth weathercasting; Command and Control (C2); and Satellite Operations (SATOPS): Provide the ability to operate over space forces and resources to monitor, assess, plan, and execute space operations at all echelons of command; Space Enablers: Development of pervasive technologies that facilitates the technical ability to perform successfully in the Space Arena; Space Resilience: Provide the ability to support the functions necessary for mission success in spite of hostile action or adverse conditions. Unmanned & Autonomous Systems - Autonomy is defined as the computational capability for intelligent behavior that can perform complex missions in challenging environments with greatly reduced need for human intervention, while promoting effective man-machine interaction. This includes the ability to sense, comprehend, predict, communicate, plan, make decisions, and take sequential actions to achieve goals as determined through interaction with humans and between units that compose the autonomous system.� An autonomous vehicle system consists of sensors, the platform, communications, power, autonomy, and weapons. Energy and Materials � Energy covers technologies that relate to the production of a beam of concentrated electromagnetic energy or atomic or subatomic particles. Examples include: high-efficiency laser�sources and�high-power RF systems, including�pulsed power sources, micro-/millimeter wave sources, and antennas.� Materials covers materials and processes that enable mission operations. This includes: Structures and Protection; Propulsion and Extreme Environments; Sensors, Electronics and Photonics; Power and Energy; Readiness; Individual Warfighter Protection; and Corrosion. Ruggedized & High performing computer components � includes ruggedized Single Board Computers, Graphics Processing Units, Switch fabric modules, enhanced computer systems and components able to withstand extreme environments, handheld and laptop computers or embedded computing solutions. IMUs - Inertial Measurement Units (IMUs) are electronic devices that measure and report a body's specific force, angular rate, and sometimes the orientation of the body, using a combination of accelerometers, gyroscopes, and sometimes magnetometers. IMUs are typically used to maneuver aircraft (an attitude and heading reference system), including unmanned aerial vehicles (UAVs), among many others, and spacecraft, including satellites and landers.
