- THIS SOURCES SOUGHT IS BEING ISSUED FOR PLANNING PURPOSES ONLY. THIS IS NOT A SOLICITATION. RESPONSES TO THIS NOTICE ARE NOT CONSIDERED AS OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. THE CALIFORNIA NATIONAL GUARD WILL NOT BE RESPONSIBLE FOR ANY COSTS INCURRED BY INTERESTED PARTIES RESPONDING TO THIS SOURCES SOUGHT. THE INTENT OF THIS NOTICE IS TO IDENTIFY QUALIFIED SMALL BUSINESS (SB) CONCERNS, CERTIFIED 8(A), HUBZONE, WOMAN OWNED, AND SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES (SDVOSB) CAPABLE OF PERFORMING THE REQUIREMENTS DESCRIBED BELOW. The North American Industry Classification System (NAICS) code for this effort is�722310 and the Small Business Administration (SBA) size standard is $41.5 million. The Government will not pay any costs for responses submitted. Failure to submit all information requested may result in a contractor not being considered as an interested Small Business. All service-disabled veteran owned small businesses, certified HUBZone small businesses, Woman Owned small businesses, and certified 8(a) small businesses are encouraged to respond. Upon review of industry response to this sources sought synopsis, the Government will determine whether set-aside acquisition in lieu of full and open competition is in the Government's best interest. The California National Guard requires a full food service contract at Camp Roberts (CR), CA, 93451. The requirement is full-service to include operating the Consolidated Dining Facility (DFAC), providing raw foods, food preparation and serving. The DFAC will be opened or closed as necessary to coincide with troop through-put (number of troops entering and departing CR) and accommodate projected headcounts. BACKGROUND: The California National Guard's mission at Camp Roberts involves the in-residence training of California National Guard soldiers, transient customers of Camp Roberts and other military organizations. The number of personnel requiring subsistence support increases and decreases in relation to organizational training schedules. The potential exists for the Contractor to serve meals to Officers and other non-SIK (subsistence in kind) soldiers, and walk-in customers/employees of CR and its various tenants. REQUIREMENTS: Provide, on location, all management, personnel, labor, materials, and food products to prepare, set-up, serve and clean-up all meals and operate a Consolidated Dining Facility (DFAC) in accordance with the Statement of Work at Camp Roberts, CA. SCOPE: Contractor tasks include, but are not limited to the following: Full food services operations, facility management, cooking, food preparation, food storage, food serving, replenishing of food, facility sanitation/janitorial duties, and performing cashier services. The contractor will be required to provide all supervision, labor, personnel, materials, and supplies with the exception of government furnished property and equipment, to perform activities that comprise the full operation of a dining facility. Estimated Meal Workload: This information is provided for historical background only. It is not a guarantee of workload quantities. ANNUAL ESTIMATED QUANTITY - Breakfast Meals Served - 35,000 Lunch Meals Served - 35,000 Dinner Meals Served - 30,000 Remote Site Feed Meals - 5,000 Interested vendors shall submit a capability statement that includes as a minimum:: 1) Company Name; 2) Address; 3) Point of Contract name, phone number, email address; 4) Cage Code; 5) DUNS Number; 6) Size of Business (large, small, 8(a), Woman-Owned Small Business, HubZone, ect); 7) Experience: submit 3-5 recent specific Government or commercial contracts your firm has self-performed to demonstrate your relevant NAICS 722130 experience as indicated in this announcement; The capability statement should not exceed 5 pages and shall be in sufficient details to allow the Government to determine the organization�s qualifications to perform the work.
