Point of Contract:� Vincent Lynch, Contracting Officer, ph (202) 366-9568 Title: �National Level Vehicle Data/Statistics to Support NHTSA Database and Analysis Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, VOSB, SDVOSB, or WOSB concerns that may be interested in, and capable of, performing the work described herein to provide Vehicle Registration Information & Vehicle Identification Number (VIN) �Decoding Software Subscription service for the following types of vehicle registration/numbering datasets (conversion tables, etc.) such as:� 1.) national and state level vehicle population data for�� cars and light trucks in classes 1-3 for Gross Vehicle Weight (GVW), 2.) national level registration data on new� cars and light trucks, 3.) national and state level motorcycle census data, and 4.) national level registration data on vehicles in classes 3-8 for Gross Vehicle Weight (GVW). NHTSA welcomes all qualified Small Business concerns, with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrates their ability to successfully accomplish the goals of the project as listed below.� Special consideration will be afforded to government-wide initiatives calling for less redundancy through Category Management and annual increases to Best-In-Class (BIC) & Spend Under Management (SUM) goals for the Department of Transportation.� Therefore, the agency will implement acquisition guidelines to maximize any opportunities for increased efficiencies through the use of Multiple Award Tier Level- 2, �Government-wide,� or Tier Level- 1 �Agency-wide� contract resources prior to consideration of soliciting on the open market.� In addition, the government will conduct market research to identify any qualified small businesses; NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted.� Acknowledgement of receipt of responses will not be made; no formal evaluation of the information received will be conducted by NHTSA.� NHTSA may; however later on issue a Request for Proposals (RFP).� However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. Background: The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. Department of Transportation (DOT). NHTSA�s mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs.� The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel.� The various program offices located within NHTSA�s National Center for Statistics and Analysis (NCSA) conducts extensive research, development, testing, crash investigation, and data collection and analysis activities to provide the scientific basis needed to support the agency�s motor vehicle and traffic safety goals. NHTSA uses crash data in conjunction with vehicle statistical data for the following: Assess emerging vehicle safety issues for specific vehicle makes and models; Monitor normalized fatality and injury rates by vehicle categories; Provide input for the assessment of fatalities each year for vehicle size and crash rate correlations; Assist in identifying the spatial distribution of the affected vehicles with issues, i.e., the number of vehicles in each state; Support the examination of emerging issues in vehicles claims and complaints investigations; Conduct evaluation and regulatory impact analysis of NHTSA rulemaking by providing exposure data for vehicles with or without a safety feature; and Support analysis for both crash-avoidance and crash-worthiness rules. NHTSA strives to base its rulemaking and research priorities on findings from field crash data. In the late 1970s, NHTSA�s National Center for Statistics and Analysis (NCSA) devised an approach to provide nationally-representative traffic crash data. NHTSA�s NCSA operates data programs consisting of records-based systems (crash records recoded for uniformity) which include the Fatality Analysis Reporting System (FARS) and Crash Report Sampling System (CRSS) formerly known as the National Automotive Sampling System General Estimates System (NASS-GES); and the investigation-based Crash Investigation Sampling System (CISS) formerly known as the National Automotive Sampling System Crashworthiness Data System (NASS-CDS) and Special Crash Investigations (SCI) programs. � Objective: The objective of this contract is to provide NHTSA with motor vehicle statistical data to support the agency�s mission. The Contractor shall provide the following types of data based upon the vehicles� Vehicle Identification Number (VIN). Current National and State level vehicle population data for cars and light trucks, Current National level registration data on new cars and light trucks, Current National level and State level motorcycle census data, and Current Data for vehicles in Gross Vehicle Weight (GVW) Classes 3-8. � Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: The contractor also shall provide all datasets on a Secure FTP site for exclusive DOT/NHTSA use and with a password to be controlled by NHTSA.� a.�������� National and State level vehicle population data for cars and light trucks (Gross Vehicle Weight (GVW�s) for the Trucks are Classes 1-3.� Class 3 is designated as trucks that have a GVW of 10,001 to 14,000 lbs.) � The Contractor shall provide a count of all vehicles (cars and light trucks) registered in the US in operation from January 1 �December 31 of each year of the contract by make, body style, engine size (Cubic Inch Displacement (C.I.D.) and number of cylinders, fuel type, Number of doors, model year, wheelbase size, curb weight, front wheel drive, automatic brake system and standard wheel size.� The datasets shall be provided separately for national and state level vehicles population data. (See CLINS No: 1001, 1002, 2001, 2002, 3001, 3002, 4001, 4002, 5001, and 5002.) � b.�������� National level registration data on new cars and light trucks � The Contractor shall provide national level registration data on all new cars and light trucks registered in the US from January 1 � December 31 for each year of the contract. � A complete dataset must include: make, model, body style, restraint system, fuel type, number of doors, country of origin, Gross Vehicle Weight Rating (GVWR) and monthly counts for the calendar year.� These datasets shall cover 6-month increments (i.e., Jan.-June and July � Dec.).� (See CLINs no: 1003, 2003, 2004, 3003, 3004, 4003, 4004, 5003 and 5004). � c.�������� National and State level motorcycle census data � The contractor shall provide National and State level registration data on all new motorcycle census data from January 1 � December 31 of each contract year.� This data must include: Make, model, model year, vehicle category, displacement and vehicle count for the calendar years.� (See CLINs No: 1005, 2005, 3005, 4005, and 5005.) � d.�������� National level registration data on vehicles in Gross Weight (GVW) Classes 3-8 � The contractor shall provide data for vehicles in Gross Vehicle Weight (GVW) Class 3 through 8 (greater than 10,000 pounds) for each year of this contract.� The annual statistical data shall include all registered vehicles in the US in operation from January 1 � December 31 by GVW, year of model, manufacturing company name, make, model, vehicle type, cab configuration, wheels driving, front axle, rear axle, brake type, and carrier type. e.����������� Vehicle Identification Number (VIN) decoder software The Contractor shall provide annual web subscriptions to decode the VIN. The software provides specifications (e.g., year, make, and model, engine and transmission, etc.) for a vehicle based on the VIN submitted. Returned data summarize each vehicle�s country of origin and make/model detail along with engine and powertrain detail, options included by the manufacturer, and other specifications like gross vehicle weight (GVW), list price, etc. (See CLINs No: 10005 and 20006). Format of Corporate Capabilities Statement: � Any interested qualified Small Business firms, Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, VOSB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm�s ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. � Any proprietary information should be marked as such. �All respondents are asked to certify that the type and size of their business organization is in-line with the requirements of this Sources Sought Notice.� All requested information must be received no later than 10 calendar days from the date of publication of this notice. �
