- �������������������������������������������������������� Pre-solicitation Notice For ����������������������������������������������������� Repair Center Runway B 17235 ����������������������������������������������������������� Vance AFB, Oklahoma � This is a PRE-SOLICITATION NOTICE for the construction project consisting of the repair of the center runway at Vance AFB, Oklahoma. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS.� No reimbursement will be made for any costs associated with providing information in response to this pre-solicitation notice or any follow up postings. The U.S. Army Corps of Engineers � Tulsa District has been tasked to solicit for and award a contract for the repair of the center runway at Vance AFB, Oklahoma. The proposed project will be a competitive, firm-fixed price, design-bid-build contract procured in accordance with FAR 15, Negotiated Procurement using the trade-off process. Project Description: The construction project for the repair of the center runway at Vance AFB, Oklahoma requires the contractor to complete the following elements of work: Concrete surfaces shall be provided on each 1,000-foot runway ends with the remaining runway overlaid with the most cost-effective concrete or asphalt section Runway overruns shall be overload with an asphalt section including a drainage layer All new sections shall incorporate the placement of a drainage layer and underdrain system within the proposed sections for the runway and overruns Existing runway concrete surfaces shall remain, require some profile milling, crack and seat of the pavement prior to placement of a leveling course, then placement of a drainage layer and new concrete surface Existing runway asphalt surfaces shall remain with repairs made, milling and leveling course placed prior to a drainage layer and asphalt section being placed Runway surface will be raised to provide grades meeting UFC 3 3-260-01 and proper shoulder drainage Replacement of the airfield lighting including approach lighting Add paved asphalt shoulders along the runway and portions of taxiways A, C, D, E, and F Remark the runway and taxiways to precision instrument approach design criteria in both directions and include deceptive shoulder markings In accordance with FAR 36.204 and DFARS 236.204, Disclosure of the Magnitude of Construction Projects, the estimated magnitude of construction for this project is between $25,000,000 and $100,000,000. The North American Industry Classification System code for this procurement is 237310, which has a small business size standard of $39.5M. It will be solicited as an unrestricted acquisition.�� Estimated duration of the construction phase of this project is 585 calendar days. Anticipated solicitation issuance date is on or about 22 December 2020, and the estimated proposal due date will be on or about 21 January 2021.
