- This is a SYNOPSIS OF CONTRACT AWARD/MODIFCATION. This synopsis is to announce a contract modification action in accordance with FAR subpart 5.3. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. On November 2, 2020 NAVSUP FLC Norfolk, Philadelphia Office, located at 700 Robbins Ave Philadelphia PA 19111 issued modification P00003 to the following multiple award, indefinite-delivery/indefinite-quantity contracts on a sole source basis in accordance with FAR 6.302-2 �Unusual and Compelling Urgency�. The contract modifications were executed to increase the maximum ordering amount authorized under this multiple award contract program. The program value was increased by $92,834,859 from $249,704,054 to $342,538,913, however the actual value of each contract remains unchanged. Booz Allen Hamilton, 8283 Greensboro Drive, McLean, Va. 22102-3838. The estimated value of the contract, $204,879,388, is unchanged. CACI, Inc.�Federal, 14370 Newbrook Drive, Chantilly, Va. 20151-4206. The estimated value of the contract, $174,462,006, is unchanged. The contracts, which include terms and conditions for the placement of cost-plus-fixed-fee and firm fixed price task orders, provide Technical support services in support of the Deputy Chief of Naval Operations MyNavyHR domain. The MyNavyHR domain is comprised of the Deputy Chief of Naval Operations (N1), the Bureau of Naval Personnel (BUPERS), Navy Personnel Command (NPC), the Navy Manpower Analysis Center (NAVMAC), Commander Naval Education and Training (NETC), and Commander Navy Recruiting Command (CNRC). The contracts require the development and refinement of legacy Information System (IS) sustainment and transformation to the optimized MyNavyHR operational construct. The contractors provide a continuum of on-site and off-site support to N1�s action officers, program managers and analysts at all echelon levels, for multiple commands, and at multiple geographic locations. The contractors support ten (10) core functions: (1) Chief Information Officer (CIO) Strategic Support, (2) Data and Information Management, (3) Engineering Support, (4) Information Technology (IT) System Support, (5) Network Support, (6) Information Assurance (IA)/Cyber Security, (7) Enterprise Business Intelligence (BI)/Enterprise Business Analytics, (8) Software Analysis, (9) Hardware Maintenance and Development, and (10) Business Process Reengineering (BPR). It is estimated that, of the total amount of the work to be performed, the following percentages of the total will be Government spaces: Millington, Tenn. (45 percent); Pensacola, Fla. (27 percent); Arlington, Va. (10 percent) and another 16 percent will occur at various other locations within the continental United States, including the following: Naval Training Center, Great Lakes, Ill., Atlanta, Ga., Boston, Mass., Chicago, Ill., Cleveland, Ohio, Columbus, Ohio, Dallas, Texas, Denver, Colo., Houston, Texas, Jacksonville, Fla., Los Angeles, Calif., Miami, Fla., Detroit, Mich., Minneapolis, Minn., Nashville, Tenn., Newport, R.I., New Orleans, La, New York, N.Y., Norfolk, Va., Philadelphia, Pa, Phoenix, Ariz., Pittsburgh, Pa., Portland, Ore., Raleigh, N.C., Richmond, Va., San Antonio Texas, San Diego, Calif., San Francisco, Calif., Seattle, Wash., and Saint Louis, Mo. The remaining estimated 2 percent of the work will be performed in the various contractors� facilities. All five contracts run concurrently and have ordering periods that end on 06 September 2024, however, it is expected that the program value executed through this contract action will only allow orders to be placed through August 2021. A competitive follow-on for these services is underway and expected to be awarded before the program value is exhausted.
