- **SEE ATTACHMENT FOR COMPLETE eLRV Market Survey** eLECTRIC-LIGHT RECONNAISSANCE VEHICLE (eLRV) MARKET SURVEY PREFACE:� This is the U.S. Army�s Market Survey for a projected new production effort with a fully electric or hybrid-electric tactical vehicle.� This Market Survey will be broken into three (3) major sections:� Commercial off the Shelf (COTS) all electric or electric-hybrid Platform, Military Integration, and Supportability/Sustainment.� Cumulatively, the goal of these three sections is to inform the acquisition strategy of the electric Light Reconnaissance Vehicle (eLRV) program. �The program is intended to provide coverage to the U.S. Army and its future customers such as the Army National Guard, Army Reserve, other Program Management (PM) Offices, and potential Foreign Military Sales (FMS) customers. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. DESCRIPTION OF OBJECTVES:� The Product Lead, Ground Mobility Vehicles (PL GMV) is conducting a market survey for new COTS, modified-COTS (mCOTS), or Military Integrator Non-Developmental vehicle systems and sub-systems that would lead to the production of the eLRV. eLRV should be equipped with a hybrid or all electric powertrain.� Battery electric vehicles are acceptable considering they meet or exceed Operational Mode Summary/Mission Profile (OMS/MP) standards and have the ability to re-charge in austere (when deployed or in the field) and garrison environments. The Army is currently in process of staffing an Abbreviated Capabilities Development Document (A-CDD).� The ancillary hardware includes, but is not limited to, Basic Issue Items (BII), special tools, new specialty kits, expeditionary field kits, initial support items, self-recovery winch kits, and extended draw bars.�� DESCRIPTION OF INTENT: The Army�s intent is to develop a comprehensive industry informed requirement set and acquisition strategy to pursue the eLRV program. Data provided to the Army from this Markey Survey will be used to inform the desired eLRV capabilities and requirements moving forward. Dependent upon availability of funds, there may be a requirement to procure new vehicles along with hardware, services, and other deliverables detailed within the �Description of Objectives� section. The eLRV will operate in conjunction with the Mobile Protected Firepower (MPF) and Infantry Squad Vehicle (ISV) platforms to enhance the lethality, mobility, reconnaissance, and security of the Infantry Brigade Combat Team (IBCT). If procured, the eLRV will be fielded to the Motorized Cavalry Troop within the IBCT Cavalry Squadron.� Through electric propulsion, the eLRV provides enhanced mobility, lethality, protection, mission load capacity, and onboard power for a six-Soldier Scout Squad with their associated equipment to conduct combinations of mounted and dismounted Reconnaissance and Surveillance (R&S) missions for the IBCT. PL GMV requests industries perspective on the total eLRV concept as well as shortfalls already experienced in developing off-road alternative propulsion systems requiring larger payloads. PL GMV additionally asks industry to be honest and candid in the feedback to this market survey to include the notional acquisition strategy. Following the closing of this market survey the Government requests interested contractors to contact the PL GMV office if they would like to set up one-on-one meetings, tours of facilities and capability overviews pertaining to a possible eLRV solution set. This notional acquisition strategy is subject to change and does not constitute a program of record acquisition strategy. The purpose of the following section is to aid industry in understanding possible timing of events and transparency on how it may be executed. Following all projected Soldier Touch Points (STPs) the PL GMV office will provide timely feedback from the event to include test data and Soldier input prior to the initiation of follow on phases. The initial phase projected in FY22 will consist of the program office procuring available COTS, modified-COTS (mCOTS), or Military Integrator Non-Developmental vehicles to provide to an operational IBCT unit to conduct a STP. This initial phase is planned to be a cost share acquisition with industry consisting of a proposal and physical hardware vehicle. Following the initial phase of eLRV, the program office will provide refined requirements from the initial phase for industry to propose to contractor down select with paper proposal and physical prototype(s) to participate in a second STP projected in FY23. The final phase, following the second STP will consist of up to two down selected contractors participating in a MS B entry Engineering and Manufacturing phase acquisition program with a desired MS C decision in FY25. **SEE ATTACHMENT FOR COMPLETE eLRV Market Survey**
