- This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The Centers for Disease Control and Prevention (CDC), National Center for Health Statistics (NCHS) is seeking to identify small business organizations with the necessary capabilities to perform and continue data collection activities for the National Health and Nutrition Examination Survey (NHANES). The attached draft Statement of Work (SOW) contains more details about the work. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the NAICS code 541990 for the prospective acquisition. Responses containing the requested information will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Additionally, organizations submitting information must have an active registration in the System for Award Management (SAM). The anticipated period of performance is 120 months. Capability statement /information sought. Respondents believing that they possess the requisite expertise and experience to meet the government's needs described in the draft SOW are invited to submit technical and management capabilities addressing the requirements. These may include but are not limited to: (a) staff expertise, including staff availability, experience, and formal and other training and (b) examples of prior completed Government contracts, references, and other related information. In order to be determined to be�capable of providing the services,�the offeror must submit a written capability statement that clearly demonstrates capacity in all of the areas listed below: 1. Experience: The offeror shall demonstrate previous successful experience based on studies of the relevant size and breadth, providing specific detail related to each appropriate task noted in Item 5 below. 2. Personnel. The respondent shall provide the name of the principal investigator or program director, his/her professional qualifications and specific experience leading large studies similar to the NHANES. The respondent shall demonstrate that the team and staff have previous experience in carrying out a large-scale, national research study such as NHANES. 3. Facilities. The respondent shall have the necessary dedicated office space and accommodations. Space should be available, as necessary, for other activities such as testing, training, collaborative planning, meetings. etc. Capacity for primary data collection activities shall also be described. 4.� Information Technology.� The respondent shall demonstrate their ability to develop and maintain a CIPSEA-compliant information technology architecture. The respondent shall detail any experience with cloud-based IT solutions to meet any future CDC requirements. 5.� Specific Tasks: A. Statistics.� Provide expertise in sampling statistics, survey methodology, and statistical disclosure control. B. Data Collection Planning.� Assist in the development of data collection instruments and procedures. Develop detailed documentation for the training and execution of data collection procedures, including all instruments, forms, supplies, training exercises and certifications. Develop and maintain a comprehensive database of all data collection instruments, forms, supplies, equipment and materials associated with data collection events that can be used to manage all facets of the preparatory process, such as development, translation, reproduction, distribution, etc. Develop and execute training programs for household and mobile-based data collection. C. Study Recruitment. Identify eligible households, gain cooperation and recruit participants into a national health survey. Develop or enhance best practices to gaining access to hard-to-reach populations, handling various types of gatekeepers, refusal conversion, and maintaining privacy and confidentiality of participants. D. Survey Data Collection.� Conduct large-scale national, primary data collection activities using integrated computer assisted interviewing (CAI) technologies that support in-person, online, telephone, and mail interviews. Monitor data collection efforts; through direct observation and data analyses. E. Specimen and Physical Data Collection.� Conduct standardized in-person collection of biospecimens, physical measures, and environmental samples from a national sample of participants. Monitor data collection efforts; through direct observation and data analyses. F. Specimen Processing.� Process, label, package, and ship collected materials/specimen to designated laboratories. Additionally, all responses must include in its capability statement: - Organization name - Address - DUNS number - Business size and Classification (e.g., 8(a), HUBZone, etc.) pursuant to the applicable NAICS code of 541990 with a size standard of $16.5 M. - Point(s) of contact - Emails for contacts - Telephone numbers for contacts Response Due Date. Responses are due no later than 3:00 PM Eastern Time on November 26, 2020. Responses must be submitted via email addressed to LRV4@cdc.gov. Any information received by the government will not be returned. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published on BetaSAM. However, responses to this notice will not be considered as responses to a future solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
