Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to EnviroStat, Inc. upon the basis of the authority provided at FAR 13.106-1(b)(1)(i). The requirement is to provide engineering consultation with development of test plans, field and laboratory sampling procedures, development of test plans, field and laboratory sampling procedures, test reports, technical reports/journal articles, cost and performance report and the final report. The contractor will also provide field support for detonation tests taking place on Joint Base Elmendorf Richardson (JBER), Anchorage, Alaska in January/February 2021 and January/February 2022.� This project requires that the Contractor have license to and be an expert in MULTI INCREMENT� Sampling and environmental statistics. EnviroStat, Inc. has been identified as the exclusive license holder for and leading expert in MULTI INCREMENT� Sampling. ERDC-CRREL requires that the Contractor have license to and be an expert in MULTI INCREMENT� Sampling, and consequently, Envirostat, Inc. is the only known vendor who can meet those requirements.� As such, it was determined Envirostat, Inc. is the only source reasonably available to provide engineering services in support of the research titled, �Engineering Services to support Validation of Command Detonation Munition Residues Testing.�� The associated North American Industry Classification System (NAICS) code is 541690, which has a size standard of $16,500,000. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation.� A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
