Description

NOTICE OF SOLICITATION/ INTENT TO SOLE SOURCE- IHS GLOBAL INC This solicitation is being issued on a restricted basis to: �IHS Global Inc, 15 Inverness Way East, Englewood, CO 49037-3054 The Defense Logistics Agency Disposition Services (DLAD), on behalf of Defense Logistics Information Services (DLIS), intends to solicit and negotiate on a sole source �basis for brand name software subscription services [HIS MARKIT] with access to engineering, manufacturing and quality standards, under the authority of FAR 13.501(a) in accordance with FAR 6.303-2 as modified to reflect FAR subpart 13.5 procedures were used in accordance with 41 U.S.C 1901. The services needed by the agency are available from one responsible source and no other type of service will satisfy the needs of the agency. A determination not to compete this is based on market research and is solely within the discretion of the government. As evidenced in the attached sole source justification provided by the requiring activity there is only one contractor that has the specific qualifications that meet the particular requirements of this contract. This is an annual requirement for DLIS access to engineering, manufacturing and quality standards across an array of technical and/ or professional organizations through a single user software platform. While there may be other subscription providers that may offer access to many of these technical standards, no one has been found to provide access to all. DLAD anticipates an award of a Blanket Purchase Agreement with IHS Global Inc. based on the named contractor�s response to this solicitation.
