- Presolicitation Synopsis:� HQ0855-21-R-0004 This notice is not a request for competitive proposals, proposals submitted at this time will not be considered by MDA.� MDA will not be liable for any cost incurred for any information submitted. The Missile Defense Agency intends to issue a DRAFT solicitation for industry feedback on or about 23 November 2020, for the Directorate for Test Instrumentation Support Contract (DISC). The Missile Defense Agency Directorate for Test Resources (MDA/DTR) supports the execution of element and system-level developmental and operational tests of the Missile Defense System.� The execution and evaluation of these test events typically require the use of integrated sensors, instrumentation, and test infrastructure to provide test execution products to test teams and data analysts.� MDA/DTR systems used to meet these requirements include the X-Band Transportable Radar (XTR), Pacific Collector Range Safety System (PCRSS), Test Support System (TSS), and Missile Defense Agency Digital Display Distribution System (MD3S).� The DISC requirement is for the development of a new instrumentation system, Mission Execution and Display Distribution System (MEDDS), to combine the capabilities of TSS and MD3S; operation and sustainment of MEDDS, XTR and PCRSS; and mission and test execution. Additionally, MDA/DTR maintains Cyber Security responsibilities for these and other test systems. The MDA anticipates issuance of a FINAL RFP in February 2021. This requirement will be competitively solicited and awarded as a 100% small business set-aside using source selection procedures in FAR Part 15. Due to the current COVID 19 restrictions, MDA is working on how to best engage with industry in lieu of in-person industry days.� A notification about industry days is anticipated on or about the week of 14 December, 2020.� Questions to the draft solicitation may be submitted electronically to MDADISC@MDA.mil.� Instructions will be provided prior to industry day for submission of written questions as well as other pertinent information. The Government intends to provide responses to industry questions as soon as possible. Government responses to unclassified questions will be posted in sets to www.beta.sam.gov. Interested offerors are encouraged to register at www.beta.sam.gov� website to receive email notifications when information related to this acquisition is updated or documents related to this acquisition are issued and available for download. As a rule, the MDA will not send solicitation or amendments directly to Offerors and it is the interested offeror's responsibility to periodically check the aforementioned website for updates.
