- The National Institute of Standards and Technology (NIST) has a requirement for Construction Services for NIST Center for Neutron Research (NCNR) located in Building 235 at the Gaithersburg, Maryland campus.� This is NOT a Design-Build Sources Sought.� All requirements will be designed by others.� This announcement is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future.� No solicitation is available at this time. �The purpose of this Sources Sought is to identify organizations with the requisite qualifications to provide the services stated herein. Based on capability statements received in response to this Sources Sought Announcement this acquisition may be solicited as a 100% small business set aside.� All small business organizations (SB SDB, WOSB, HUBZone, and VOSB and SDVOSB) are encouraged to respond to this notice. The specific purpose of this sources sought announcement is to determine if there are any small businesses, within the parameters identified above, that are able to provide the services identified below. Specific criteria being sought are: The ability for high quality construction/renovation of operational research laboratories within a scientific or industrial setting in the past 72 months.� High school and other teaching labs shall not be deemed research laboratories in a scientific or industrial setting.� The ability to construct electrical systems in support of a scientific or industrial facility that operates on various voltages (US and European) and phases with uninterruptable systems. The ability to construct mechanical systems in support of a scientific or industrial facility including steam and chilled water systems, process gas distribution and storage, and cryogenic fluid distribution and storage in addition to HVAC systems. The ability to perform general construction to include roofing, office construction, paving, concrete work, and related mechanical, electrical and site utilities construction in a campus installation environment in the past 72 months. �� Interested, capable construction service contractor (parties) shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following: (a) Technical discussion of Contractor ability to perform the type of services described above; (b) Name of Company-include a contact person's name, telephone number, and email address; (c) Company Address; cage code, duns number; (d) Company Size (please specify as either-Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), Hubzone Small Business), or other; (e) Identify whether you are interested in this acquisition as a prime contractor or a subcontractor; (f) Describe projects experience and past performance with similar types of requirements of similar scope and magnitude per the four criteria noted in (A) (B) (C) and (D). �Project experience shall include projects greater than $150,000.� Past performance for renovations shall include projects greater than 2,500 SF. The total number of pages to reply to this source sought shall not exceed 10 pages. NOTE: All vendors need to be registered in CCR. www.sam.gov Capabilities Statements shall be electronic.� Submitted by e-mail only. Once the results of this market research are obtained and analyzed for NIST's minimum requirements, NIST may solicit a competitive procurement and subsequently award contract. �Stay tuned to www.fbo.gov for all future contract announcements from NIST. An IDIQ Single Award Contract is being anticipated.� Task Orders will range from $10,000 to $3,000,000.� The maximum value of the contract will be $6,000,000.� The contract is anticipated to have a base year and four options years. Construction contractors at NIST need to have an Experience Modification Rating (EMR) of 1.00 or less for their last rating period.
