- Department of Veterans Affairs Veterans Health Administration (VHA) Sources Sought Notice Obtain a qualified vendor to remove and replace Steam Station Safety Relief Valves. This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA s understanding of your company s offered services and capabilities. The Government will not pay any costs for responses submitted in response to this Source Sought Notice. This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the service requirement described below. Vendors are being invited to submit information relative to their potential to fulfill this requirement, in the form of a capability response that addresses the specific requirement identified in this Sources Sought, please ensure that you indicate your DUNS number on your response. The Veterans Health Administration (VHA) is seeking to obtain a qualified vendor to remove and install Steam Station Safety Relief Valves. The services shall be provided at the West Haven Connecticut VA Medical Center. The standard of services shall be of quality; meeting or exceeding those outlined in the general performance work statement as described below. Refer to the General Requirements section below for the requested service description. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. General Requirements: The purpose of this requirement is to disconnect (11) specific failing steam safety relief valves ranging in size from 3/4"" to 8"" and remove from site and replace with eleven (11) new steam safety relief valves in Building 1, SG182 to match existing sizes on the inlet and outlets insuring these meet current standards and codes. Location of VA facility West Haven VAMC Building 1 950 Campbell Ave West Haven, CT 06516-2770 General Information All contracted work shall be performed by a licensed tradesman according to the work being performed and work shall be performed to the current international plumbing and mechanical codes. Vendors are asked to provide evidence of Plumbers / Pipefitters / Steam fitters licenses and Welding Certifications Vendor shall: Disconnect (11) identified failing valves and remove from site Furnish and install (11) new steam safety relief valves in building 1, SG182 to match existing size inlets and outlet insuring they meet current standards and codes Job includes drip pan elbows Repair insulation disturbed during valve replacement All work shall be completed by licensed plumbers / pipefitters / steam fitters and certified welders The VA reserves the ability to add valve replacement should other valve fail during this period of performance. All additional valve replacement shall require written vendor quote and CO approval prior to work being accomplished Schedule: The contractor shall preform all work during 4-5 scheduled facility wide Sunday Steam shutdowns 6:00 AM to 4:00 PM EST, Shutdowns are typically the 3rd Sunday of every month providing the temperatures are above 40 degrees. D.) Debris Removal Upon completion of the repair and as required daily, all materials and debris shall be removed from the station. Debris shall be disposed of by the contractor in accordance with applicable State Environmental Protection Regulations. Interference to Normal Functions The contractor may be required to interrupt their work at any time as not to interfere with the function of the facility, including facility repair etc. In the event of an emergency, contractor services may be stopped and rescheduled at no additional cost to the Government. Additional Information The Department of Veterans Affairs is a smoke free environment and smoking is not permitted at the facility. COVID 19 precautions: Face coverings are required while on station. Precautions can potentially change at any time; contractors shall be required to follow all current COVID 19 regulations.
