Description
This is a Sources Sought Notice.� This is neither a solicitation announcement nor a Request for Proposals (RFP) or Invitation for Bids (IFB) and does not obligate the Government to any contract award.� The Government is conducting market research to determine the level of interest and capability of potential qualified Small Businesses capable of performing as a prime contractor for the requirement outlined below.� The Government will use responses from this Sources Sought to make an appropriate acquisition decision about soliciting this requirement. BACKGROUND The National Institute of Standards and Technology (NIST) is seeking a capable electrical construction firms to provide repairs, renovations, and alterations to administrative buildings, laboratory facilities and utilities throughout the NIST Gaithersburg campus located at 100 Bureau Drive, Gaithersburg, MD 20899.� Renovations and alterations to laboratory facilities may include installation of scientific apparatus.� NIST is considering a firm-fixed-price, multiple award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with maximum ordering limit of $10 Million among all IDIQ awardees.� The period of performance shall be 1-year with options to extend an additional 4-years. REQUIREMENT The Contractor shall provide all labor, materials, equipment, transportation and supervision necessary to perform various electrical task orders which may include, but are not limited to the following: Provide, or modify, electrical branch circuits/feeders from 120/277V volt single phase up to 208/480 volt three phase, utilizing EMT, rigid conduit, liquid tight conduit and wiremold (4000 and 6000 series) raceway systems.� Provide low voltage (600V and less): Equipment: transformer, switchgear, motor control centers, panelboards, motor starters, switches and disconnects(safety) switches, motors, , bus duct switches, wiring devices, and various other electrical equipment and devices. Provide medium voltage (600V and higher): medium voltage transformers, medium voltage motor control centers, switchgear, power and energy monitoring, protective relays,� busway, load break switches, arrestors, motor starters, and vacuum switches. Provide lighting (120 V to 277 V): fluorescence lighting including re-lamping and ballast replacement and LED replacements. Provide life safety systems: fire alarm (JCI � Simplex/Grinnell), exhaust fan/fume hood interlock, gas monitoring, toxic gas systems, and laser safety interlock systems. Provide alternate electrical power: uninterruptible power systems, generators, automatic/manual transfer switches and solar systems. Provide temporary generators, cables and interconnections to NIST facilities. Provide exterior (medium and low voltage) power distribution systems: manhole, hand holes, concrete duct banks and conductors to include splices. Trouble shoot, identify, and repair electrical faults and problems for low voltage and medium voltage systems. Work from building plans, blueprints, wiring diagrams, engineering drawings, and electrical O&M manuals to plan and lay out the routing, placement type, size, gauge, balance, load, continuity, and safe operation of electrical lines, circuits, systems, equipment, and controls. All work must be performed in accordance with industry, NIST, and OSHA standards, The National Electric Code (NFPA 70, current edition), NFPA 70E, Standard for Electrical Safety in the Workplace, (current edition), and National Electric Safety Code (current edition).� Most tasks will be performed in and around occupied areas performing scientific/research experiments where vibration, noise, outages of utilities, and disturbances to the physical environment may hinder the ability of the Government to perform required activities. �All activities must be planned, scheduled and posted for a minimum of two weeks, unless prior authorization is given by the CO, prior to the activity beginning. �Certain activities may have to be performed outside of normal business hours. �In this event, overtime rates may be applicable. VENDOR RESPONSES All firms who identify as Small Business under NAICS code 238210 who are interested and capable of performing the requirements outlined above are encouraged to respond to this notice.� Responses to this Sources Sought notice shall be submitted via email, in PDF format to Trent Stevens at trent.stevens@nist.gov. �Responses shall be limited to 20 pages and shall include the following: A copy of active Beta.SAM.gov registration showing: Company name Address DUNS/CAGE Code number Identify any/all current small business status (i.e. - certified 8(a), Service-Disabled Veteran-Owned (SDVOSB), Woman-Owned (WOSB), Economically Disadvantaged Woman-Owned (EDWOSB), or certified HUBZone). Identify the name, title, address, phone number, email address of company point of contact. Identify prior experience performing on Medium voltage (1,000V or higher) radial or network transformer (at least 1000 KVA) and 1000 ampere switchgear or higher @ 480 Volts, 3 phase or 2500 amperes or higher @ 208 Volts, 3 phase.� Include the following information: List the date of the completed construction List the transformer size in KVA List the amperage of the switchgear List the voltage of the transformer on the primary side List the name of the customer/end user (not a general contractor) Identify the installed electrical cost for bullet items Include a technical discussion of Contractor�s ability to perform the work outlined in the above referenced Requirement.� Identify whether you are interested in this acquisition as a prime contractor or a subcontractor. Identify and clearly mark any proprietary processes or data. Note the Government will not return any information submitted in response to this notice. The Government is not responsible for any costs incurred by respondents regarding any responses to this notice. Telephone inquiries will not be entertained.
