Basis of Award The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation meets or exceeds the requirement at the best competitive price for the Government . The quote s will be evaluated based on the evaluation factors listed below. Each factor will be rated as acceptable or unaccepted . The combine e rating of the non - price factors is more important than price. Price will be evaluated separately. The following areas will be evaluated and are listed in the order of importance to the Government : 1. SDVOSB Certified 2. Registered in SAM 3. Past Performance 4. Complete Pricing for all Items 5. Price Factor 1: Technical Acceptability The contractor shall provide a written statement addressing each of the following items. The written statement must describe each point and must p provide enough detail to determine minimum qualifications. a.
