- Page 2 of 3 This notice is for Solicitation Number 36C24220B0055, Project No. 620-12-108 Replace Failing Main Switchgear at the FDR VA Medical Center, 2094 Albany Post Road, Montrose, NY 10548. This shall be a Service-Disabled Veteran Owned Small Business Set-Aside (SDVOSB). Bids will only be accepted from SDVOSBs that are determined to be responsible and responsive contractors. This project is classified under NAICS Code 237130, Power and Communication Line and Related Structures Construction, and has a Size Standard of $36.5 million. The cost estimate range for this project is between $2,000,000 and $5,000,000. Scope of Work: The Contractor shall furnish materials, equipment, tools, personnel and supervision in order to accomplish the work as described in the contract documents and any amendments issued prior to the Bid opening for Project 620-12-108, Replace existing 15kv Switchgear at Montrose Campus of the Hudson Valley Health Care System, New York. Work shall comply with VA Specifications and regulations, all applicable Federal, State and Local codes including specific regulations related to working at the VA Medical Center at Montrose, NY Contractor shall be responsible to complete the work within the contractual period of performance, and within the work hours as defined in the contract. Contractor shall be responsible to plan and develop activities, phasing and project scheduling. The Bidding Contractors shall inspect the areas of work prior to bidding. Scope of Work includes the following description of work, but not be limited to: 1. The contractor shall renovate existing rooms in building 24 to accommodate the installation of a new main electrical switchgear to replace the existing gear 2. The contractor shall perform asbestos and lead abatement as per the contract documents 3. The contractor shall install a new main electrical switchgear and associated accessories such as battery system, mimic panel, VA metering, utility metering, arc chute, etc. 4. The contractor shall remove the existing electrical switchgear and associated accessories after the existing switchgear has been installed and energized 5. The contractor shall install a new duct bank from building 24 to manhole 5D 6. The contractor shall install new primary electrical conductors from the street to the new main switchgear and from the new main switchgear to the first sectionalizing switch of each campus feeder circuit 7. The contractor shall remove existing primary electrical conductors being replaced by new conductors. Existing conductors shall be removed only after new conductors are installed and energized 8. The contractor shall install a new grounding outside building 24 and connect to the new switchgear 9. The contractor shall remove existing and install new HVAC system(s) in the areas of work within building 24 10. The Contractor shall remove existing and install new plumbing system(s) and fixture(s) in the areas of work within building 24 11. The contractor shall remove existing and install new sprinkler heads and piping in the areas of work within building 24 12. The contractor shall coordinate with the local utility company to meet their requirements and ensure smooth cutover(s) from existing to new equipment 13. The contractor shall provide Commissioning of the new Electrical Switchgear and coordinate with AE and the Utility company as per the contract documents The Period of Performance shall be 480 calendar days from Notice to Proceed. Contractor will be responsible to coordinate and schedule work to minimize construction duration and shall be expected to plan work typically during duty hours of the Medical Center, other than utility tie-ins or work required in the COR s opinion to be performed during off duty hours. Maintain all access to and egress from the building at all times for facility s fire protection requirements and to meet the requirements of regulatory codes, laws, etc. All other details and information shall be contained in the solicitation which shall be posted on beta.SAM.gov. The solicitation will be released on or about August 4, 2020. The response submittal address, date and time will be included in the solicitation. This project requires bonding and all responses/submissions shall be in electronic format followed by hardcopies; faxed bids will not be accepted. All prospective bidders must be currently registered in www.sam.gov and be registered and verified as a SDVOSB in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement.
