Description
The National Institutes of Health (NIH), an Operating Division within the U.S. Department of Health and Human Services, is the primary Federal agency for conducting and supporting medical research.� Helping to lead the way toward important medical discoveries that improve people�s health, NIH scientists investigate ways to prevent disease, as well as the causes, treatments, and cures for common and rare diseases. Composed of the Office of the Director and 27 Institutes and Centers (ICs), the NIH provides leadership and financial support to researchers across the United States and throughout the world.� For over a century, the National Institutes of Health has played an important role in improving the health of the nation. The National Institutes of Health (NIH) requires qualified and experienced Contractor support on a full-range of activities, including new and in-progress research projects, program deployment and implementation, and other activities necessary to conduct the business and fulfill the mission of NIH�s biomedical research program. On behalf of the NIH, the National Institute on Drug Abuse (NIDA) Office of Acquisition (OA), servicing the National Institute on Mental Health (NIMH), intends to recompete requirements currently performed by Kelly Services, Inc., under the NIMH contract HHSN271201800012I.� To furnish these services to the NIH, the Contractors� primary place of work shall only be in the United States or Canada.�The United States is defined as the fifty (50) States, the District of Columbia, the U.S. Virgin Islands, the Commonwealth of Puerto Rico, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and Wake Island.� However, the Contractors may need to travel internationally. The Contractors will be required to obtain required visas as necessary in accordance with all applicable regulations. The requirement currently provides over 2,150 contract staff (scientific, technical, and other professional services) to the NIH. This requirement will be procured using full and open competition procedures under FAR Part 15. The NAICS code for this requirement is 541690. The Government anticipates awarding a multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) type contract with an ordering period of five (5) years beginning on or about April 2021. The contract will use options at the task order level (FAR Part 17.2).� The Government does not intend to use policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for these services. However, interested parties may identify to the Contracting Officer their interest and capability to satisfy the Government�s requirements with a commercial item within fifteen (15) days of this notice. In accordance with FAR 5.203, the solicitation is expected to be released at least fifteen (15) days after this posting and will be available electronically at beta.sam.gov. All information required for submission of a proposal will be contained in or accessible through the solicitation. The solicitation will also provide instructions for submission of any questions. Responses to the solicitation will be due, at a minimum, thirty (30) days from the release date. All responsible sources may submit a proposal which will be considered by the agency. This notice does not commit the Government to award a contract. No collect calls will be accepted. No facsimile transmissions will be accepted.
