- The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award, on a sole source basis under the authority of 10 U.S.C. 2304(b)(2), a Cost Plus Fixed Fee (CPFF), Indefinite Delivery, Indefinite Quantity type contract to Systems Engineering Associates Corporation (SEACORP), CAGE Code 2V276, Middletown, RI. This requirement is for the All-Up-Round Equipment (AURE) insertion of Modular Launch Canister Technology and COTS gas generators (i.e., automotive airbag inflators) as a source of launch impulse energy. The scope of the tasking delineated within this contract will be limited to further pre-production definition and development of only those candidate Launcher System components and respective interfaces that are directly affected by the introduction of COTS gas generators as the source of Launch Impulse Energy and associated Payload Canisterization.� SEACORP owns, and has full rights and title to the data developed under previous Small Business Innovative Research (SBIR) efforts. This requirement is a follow-on to SBIR Phase III contract N66604-11-D-0558 with SEACORP, and it is anticipated that 76,725 man-hours will be required over the five-year period of performance. The NAICS Code is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology), with a size standard of 1000 employees. Per FAR 6.302-5(a)(2), full and open competition need not be provided for this requirement as the project is a SBIR Phase III award that extends efforts performed under prior SBIR funding agreements and is authorized under 10 U.S.C. 2304(b)(2) or 41 U.S.C. 253(b)(2). This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government. Further details will be released upon issue of RFP# N6660421R0127, which is anticipated to be in early December 2020. The closing date for receipt of proposal will be established in the RFP.
