Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Data Sciences International, for trade in exchange of 25 rat blood pressure transmitters (Model HD-S11-F0) and 20 mouse biopotential temperature and activity transmitters (Model: ETA-F10 Implant Exchange) The procurement for this requirement is recommended to be processed without full and open competition. Data Sciences International is the only known commercial source for this proprietary item. The US Environmental Protection Agency (EPA) intends to purchase for trade in exchange for transmitters to conduct research on the effects of air pollutants on small animals. Air pollutants affect a whole host of normal cardiovascular endpoints including blood pressure and cardiac function. Our laboratory monitors electrocardiogram, heart rate, blood pressure, body temperature, and activity by using transmitters (aka telemeters) that are implanted into animals (rats and mice) to assess the effects of air pollutants and elucidate mechanism of action. The DSI Physio Tel Implantable Telemetry system is designed for monitoring and collecting data from conscious, freely moving laboratory mice or rats. The implantable transmitter senses, processes and transmits information via telemetry from within an animal. The transmitter is only one component of the complete DSI System which includes software, acquisition hardware, and calibration hardware. With these devices, researchers and scientists can measure arterial pressure, ECG, temperature, activity, and temperature among other parameters. Designed for small animals, the HD-S11 (for rats) has one catheter for measuring pressure and one biopotential lead for measuring ECG signals. Temperature and activity are also simultaneously recorded. The ETA-F10 (for mice) measures heart rate, activity, and temperature. The justification for procurement of the above components is based on the following factors: The measurement of blood pressure by intra-arterial catheterization is the only reliable method for measuring blood pressure in laboratory rodents. These telemeters and all accompanying required equipment are manufactured by Data Sciences International DSI is the only company the produces this proprietary telemeter model. No other transmitter will work with the DSI hardware and software systems that are already in our possession. DSI is the only company that can exchange these old, obsolete telemeters for new telemeters. Importantly, the purchase of non-DSI telemeters is from other manufacturers will necessitate the additional purchase of accompanying hardware (e.g., receivers) and software systems supplied by the manufacturer. EPA believes Data Sciences International is the only vendor capable of providing the above referenced item. The circumstance permitting is FAR 6.302-1 �Only one responsible source and no other supplies or services will satisfy agency requirements�. All interested parties who believe they can provide the required item/services should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
