- NAVSUP Weapon Systems Support (NAVSUP WSS) Mechanicsburg and Naval Surface Warfare Center Indian Head are seeking eligible contractors to furnish efforts including labor, material, and facilities as may be required to manufacture the following items as specified within this document: Primer cup part numbers: 851AS114(PVU-1,PVU-12, PVU-2), 851AS502(PVU-7), 1496AS102(PVU-10) Primer anvil part number: 851AS113(PVU-1), 851AS501(PVU-7), 1496AS101(PVU-10), 851AS251(PVU-12), 851AS862(PVU-2) The government does possess and can provide the data necessary to perform the required manufacture of these items. This data is controlled and requires an explicit access request to download. All firms must be registered in the Joint Certification Program (JCP) and have a current valid CAGE code in order to access the data. All contractors will be required to provide their current DD Form 2345, Military Critical Technical Data Agreement prior to the (JCP) website before accessing the RDM. Each individual requiring access to the RDM must have a betaSAM account. The government does not possess and cannot provide the data necessary fabricate the tooling to manufacture these parts. As part of this requirement the Government is seeking sources to design, develop and deliver the tooling and all related data to use and maintain the tooling and to fabricate new tooling. The government is seeking to find vendors that would be interested in the following: 1) Design and fabrication two sets of tooling for each part to manufacture the parts listed above. 2) Generate and provide drawings of the tooling that are designed to manufacture the parts listed above. The data rights to all tooling drawings created would be the property of the United States Government. 3) Manufacture a quantity of 1,750 First Article Test(FAT) samples of each part drawing. 4) If FAT samples are confirmed to meet Primer cup the technical drawing requirements, then they may a follow on production requirement of the quantity of each part is on the order of 10,000 to 250,000. One or more of the items under this acquisition is subject to the Free Trade Agreements Act and/or the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The Government will not mail paper copies of any technical information, and it is not available via Compact Disk or removable storage devices. The Government has not yet made a decision how it intends to solicit and negotiate its requirement(s) whether through full and open competition, through small business set asides, or with only one or limited sources as may be appropriate for the requirement being solicited. More than one Request for Proposals or Request for Quotations may be generated depending on the results of this sources sought notice. The Government�s method of negotiation will be indicated in future solicitations and, if appropriate, supported through Justifications and Approvals (J and As) in accordance with 10 U.S.C 2304 and published to betaSAM in accordance with 15 U.S.C. 637(e)) and 41 U.S.C. 1708. All responsible sources may identify their interest and provide capability statements, considerations for contract types, considerations of specific terms and conditions, or other information that may be useful in creating the resulting solicitation(s). This notice of intent is not a request for competitive proposals; however, all responses received prior to the closing date of this sources sought notice will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Based upon market research, the Government does not anticipate using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation(s) for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Governments requirement with a commercial item. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
