This request is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this notice will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. PURPOSE AND OBJECTIVES: The intent of this Sources Sought Notice is to identify potential offerors capable of providing hydrostatic testing and maintenance of all portable fire extinguishers within the James J Peters VA Medical Center located at 130 W. Kingsbridge Road, Bronx , NY 10468. The proposed contract action is expected to be a firm fixed-price Contract with an anticipated period of performance of 12-15-2020 to 12-14-2021. DRAFT STATEMENT OF WORK: Specific Tasks. (Task 1) Pick up 30 to 50 portable fire extinguishers from the facility for the 1st set of hydrostatic testing and maintenance to be performed. (Task 2) Vendor must have trained staff perform and complete the hydrostatic testing and maintenance for each type of portable fire extinguisher provided by James J Peters VAMC. The testing must adhere to the requirements in 29 CFR 1910.157(e)(f) (Task 3) Vendor must return the 30 to 50 portable fire extinguishers when the testing has been completed and pick up an additional set of portable fire extinguishers. This exchange will occur multiple times until all 412 fire extinguishers have undergone the hydrostatic testing and maintenance by the vendor. (Task 4)- Prepare, provide, and forward all required documentation to our facility that hydrostatic testing and maintenance were completed by certified technicians as detailed in 29 CFR 1910.157 (e)(f). Performance Monitoring Vendor must: 1 Have trained personnel to conduct the maintenance and hydrostatic testing. 2 Ensure personnel provide maintenance of the portable fire extinguishers according to the parameters in 29 CFR 1910.157 (e) 3 Ensure personnel perform hydrostatic testing of the portable fire extinguishers by following the parameters in 29 CFR 1910.157(f) 4. The vendor must adhere to 29 CFR 1910.157 for the hydrostatic testing and maintenance of the portable fire extinguishers. RESPONSE: Responses to this Sources Sought Notice should demonstrate the firm's experience in delivering the service listed above, as well as capability of performing these services in the areas listed above. Responses should include the following information: Business name, address, DUNS number, business size and Socioeconomic Category (HUBZone, 8(a), Service Disabled Veteran-Owned Small Business, Veteran-Owned Small Business, Small Business, Large Business, etc.), FSS Contract # if applicable, and point of contact to include e-mail address and telephone number. Offerors will be required to be registered in the System for Award Management (www.sam.com) prior to any future offer. Any interested capable parties shall submit their response by email prior to the response date.
