Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Sequoia Scientific, Inc., for a LISST 200x Laser Ins-Situ Scattering and Transmissometery (LISST) Sensor. The procurement for this system is recommended to be processed without full and open competition. Sequoia Scientific, Inc. is the only known commercial source for this proprietary item. The EPA has a request to purchase an additional Laser In-Situ Scattering and Transmissometry Sensor (Model LISST200X) used to measure suspended particle size distribution and concentration in lakes and coastal areas. This additional sensor must match the sensor that was recently installed on government owned Slocum G3 Glider. The LISST200X is a Laser In-Situ Scattering and Transmissometery (LISST) Sensor used to measure suspended particle size distribution and concentration in lakes and coastal areas. Specific characterstics of the LISST 200X Sensor that limit the availability to a sole source include the unique laser In-Situ Scattering and Transmissometery sensor which is the same model that was installed on the EPA�s newly acquired autonomous underwater glider (Teledyne Web Research, Slocum G3). What was installed on the glider (https://www.sequoiasci.com/product/lisst-glider) is also manufactured by Sequoia Scientific Inc. with matching specifications (particle size_from 2.0-500 um in 36 size ranges, volume concentration, and data outputs). Only this suggested source can furnish the requirements, to the exclusion of other sources, because we plan to collect data from the glider using the LISST- glider sensor coincident with measures made from our Research Vessel (Lake Explorer II) using the LISST-200X sensor. The data collected from these two platforms (the glider and ship need to be compatible for spatial and temporal comparisons. The material must me compatible with all aspects (form, fit and function) with existing systems presently installed. The current equipment is LISST-200X-Glider, and only this suggested source can collect compatible and comparable data about particle size distributions and concentrations. EPA believes Sequoia Scientific, Inc. is the only vendor capable of providing the above referenced item. The circumstance permitting is FAR 6.302-1 �Only one responsible source and no other supplies or services will satisfy agency requirements�. All interested parties who believe they can provide the required item/services should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
