- NOTICE TYPE: Pre-Solicitation Notice SOLICITATION NUMBER: 140R3021Q0004 PROJECT NAME: Transformer 4th Floor NV & AZ for the Lower Colorado Basin Hoover Dam NAICS: The North American Industry Classification System (NAICS) code for this acquisition is 335311 Power, Distribution, and Specialty Transformer Manufacturing, which has a small business size standard of 750 employees. PSC: N059 Installation of Electrical and Electronic Equipment This is a Pre-Solicitation Notice with the intent of synopsizing a proposed contract action prior to issuance of the solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or about November 25, 2020, posted to the Beta.Sam.gov website. No documents will be available until the solicitation is issued. All parties are responsible for checking the Beta.Sam.gov website for the most current information. All dates in this announcement are estimates and are subject to change. The solicitation, once issued, will contain instructions for submitting questions. No questions regarding this acquisition will be accepted or addressed/answered prior to the formal solicitation issuance. DESCRIPTION: The Lower Colorado Basin, Hoover Dam is approximately 8 miles northeast of Boulder City, Nevada and 32 miles southeast of Las Vegas, Nevada in Clark County. The work for this construction contract will consist of but not be limited to removing and disposal of existing chain link fence, removal and disposal of transformer, furnish and install two transformers, install two 3-hour fire rated doors, install two non-loadbearing 4-hour fire rated walls to enclose the electrical room for the Nevada and Arizona side, and paint outside of enclosure. Perform all work, including furnishing, installing, and constructing the foregoing items in accordance with the Performance Work Statement. SET-ASIDE: This solicitation is set-aside 100% for Small Business. PROCUREMENT TYPE: This acquisition will be pursued in accordance with FAR Part 13.106-2 and FAR 15.101, Best Value Continuum. The Government intends to award Firm Fixed Price (FFP) construction contract from this solicitation and a period of performance is anticipated to begin on or about January 01, 2021, with an anticipated completion date of April 31, 2021. Furthermore, the estimated magnitude of this construction project will range between $25,000.00 and $100,000.00. REGISTRATIONS: Offerors are required to have a current registration on the System for Award Management (SAM) to be eligible for contract award. Offerors may register on SAM at https://www.sam.gov/. and have completed their Online Representations and Certifications. SITE-VISIT: A pre-proposal site visit will be scheduled for all interested parties; information (e.g. date, time, location) will be provided with the solicitation.
