Description
(i)�� �This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)�� �The solicitation number is PSC268626. �The solicitation is issued as a Request for Quote (RFQ). (iii)�� �The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-09. (iv)�� �The corresponding NAICS code is 812930 and the small business size standard is $41.5 million. (v)�� �A list of line item number(s) and items, quantities, and units of measure, (including option(s), if applicable). �N/A (vi)�� �Description of requirements for the items to be acquired. The US Department of Health and Human Services (HHS), Program Support Center (PSC), requires 275 parking spaces for members of the COVID task forces (e.g., Operation Warp Speed, the Joint Coordination Cell, and the ASPR COVID task force.) The following requirements are mandatory: parking spaces shall be located within a .5 mile radius of the Hubert H. Humphrey (HHH) building, located at 200 Independence Avenue SW, Washington, DC 20201, and must be available by November 16, 2020. (vii)�� �The period of performance shall be November 16, 2020 through May 15, 2021. The government may extend up to six (6) months, pursuant to FAR 52.217-8, Option to Extend Services (Nov 1999). (viii)�� �The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision. (ix)�� �The provision at FAR 52.212-2, Evaluation � Commercial Items, applies to this acquisition. � The following factors will be used to evaluate offers: ��� �Offeror can provide parking spaces by the required start date of November 16, 2020. ��� �Offeror can provide parking spaces within a .5 mile radius of the HHH building. Offerors must include the following with its quote: ��� �Location of the parking facility; ��� �Number of spaces available; ��� �Confirmation that spaces are available November 16, 2020; ��� �Price per space and total price for the 6 month period of performance; ��� �Price per space and total price for an optional 6 month extension period; and, ��� �One-time costs, such as any parking fobs, for each available space. Award will be made to the low price, technically acceptable offeror(s). Offerors do not have to be able to provide all 275 spaces, but shall meet the evaluation factors noted above to be considered for award. The government will consider multiple awards, factoring in administrative costs, and any potential cost savings. Pursuant to FAR 52.217-5, Evaluation of Options (Jul 1990), the Government will evaluate offers for award purposes by adding the total price for the optional extension to the total price for the basic requirement.
