Description
The Office of the Comptroller of the Currency (OCC), a bureau of the U.S. Department of the Treasury, is issuing this sources sought notice as a means of conducting market research to identify parties capable of providing specialized human resources services to assist with the design, development, communication, and implementation of various support systems and program changes tied to OCC�s compensation and benefits programs and developing ongoing methodologies that will maintain OCC�s comparability to its Financial Institutions Reform, Recovery and Enforcement Act of 1989 peer group. �All parties are welcomed to respond, but the primary purpose of this notice is to determine whether there are any small businesses capable of providing the service.� The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System code assigned to this procurement is 541612,�Human Resources Consulting Services.� The Small Business Administration NAICS size standard is $15 million. The contractor shall provide the following compensation and benefits program services.� The contractor shall: Facilitate and support any modifications to the compensation program, and assist in any design changes associated with the current OCC pay plan; Provide expert benefits consultation and advice; Conduct an analysis and review of the OCC-sponsored benefits programs and submission of claims by employees; Inform the OCC of changes in employee benefits law that may have an impact on OCC-sponsored benefits; Advise and consult on trends in benefit plans and recommend plan changes based on these trends; Review current risk structures and funding arrangements for the various insurance programs to determine whether alternative funding methods are more advantageous than current systems; and Provide support for the online personalized compensation and benefits statements.� THERE IS NO SOLICITATION AT THIS TIME. �This request for capability information does not constitute a request for proposals.� Submission of any information in response to this market research is purely voluntary, and the Government assumes no financial responsibility for any costs interested parties may incur. The capabilities statement shall not exceed five (5) pages in length.� Pages shall be no larger than 8.5� x 11� in size, and the font no smaller than 10 points in size. �No marketing materials shall be included as part of the capability statement. Interested parties shall provide the following information in their capability statements: 1. Their company�s name, address, email address, website address, telephone number, and point of contact; 2.Size and type of company ownership (i.e., small business, 8(a) business development participants, HUBZone, service-disabled veteran-owned, and economically disadvantaged women-owned, and women-owned small business); 3. Their Dun and Bradstreet Number; 4. Their CAGE Code; 5. A detailed description of three (3) current or past contracts or task orders within the past three (3) years that identify the company�s ability to provide the described compensation and benefits program services.� Include the following information: (a) Project Title; (b) Description of the Services Provided; (c) Contract/Task Order Number; (d) Contract/Task Order Amount; (e) Government Agency/Organization; (f) Contracting Officer Representative�s name, address, telephone number, and email address; and (g) Current status, e.g., completed and/or in progress, start, and estimated completion dates. BASED ON THE RESPONSES TO THIS NOTICE, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES. Telephone inquiries will not be accepted or acknowledged, and no feedback of evaluations will be provided to companies regarding their submissions.� After a review of the responses received, a pre-solicitation synopsis and solicitation may be posted on the Contract Opportunities website. �However, responses to this notice will not be considered adequate responses to a solicitation. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by November 12, 2020.
