Description
1. Scope of Work The VISN 5 Education Office needs services of a highly skilled and technical nature requiring deep knowledge of and experience with developing physician leaders. This requires a company with a proven track record in this field and the willingness and ability to customize their curricula and approaches to the unique learning needs of the employees within VISN 5. 2. Background VISN 5 needs a distinguished U.S. organization that provides physician leaders training. VISN 5 doctors who hold leadership and management positions need training to boost their effectiveness and their CVs. The company s education offerings must be designed exclusively for physicians.  The courses will be a learning resource for bright, focused clinicians who care about patients and their outcomes into physician leaders who can have impact VA and industry wide. VISN 5 needs a large professional association dedicated solely to promoting physician leadership; the company needs to develop physician leaders through its focus on life-long learning, professional development, community and thought leadership. At some level, all physicians are considered as leaders in society and are therefore expected to improve the population s health. VA needs more leaders that have a certification in physician leadership/executives; the company must have a certification that can be pursued by our physicians. 3. Period of Performance Anticipated Period of Performance is February 1, 2021 September 31, 2025, broken down as follows: Base Period: 2/01/21 1/31/22 Ordering Period 1: 2/01/22 1/31/23 Ordering Period 2: 2/01/23 1/31/24 Ordering Period 3: 2/01/24 1/31/25 Ordering Period 4: 2/01/25 9/30/25 4. Physical Locations: If the training is onsite, the trainers must be able to travel to all the VISN 5 sites: VA Maryland Healthcare System Baltimore VAMC 10 North Greene Street Baltimore, MD 21201 VA Maryland Healthcare System Loch Raven VAMC 3901 The Alameda Baltimore, MD 21218 VA Maryland Healthcare System Perry Point VAMC Perry Point MD 21902 Washington, DC VAMC 50 Irving St. NW Washington DC 20422 Martinsburg VAMC 510 Butler Avenue Martinsburg WV 25405 Hershel Woody Williams VAMC (Huntington VAMC) 1540 Spring Valley Drive Huntington WV 25704 Louis A. Johnson VAMC (Clarksburg VAMC) 1 Medical Center Drive Clarksburg, WV 26301 Beckley VAMC 200 Veterans Avenue Beckley WV 25801 Please Note: Due to current travel restrictions, all courses will be offered online only. It is anticipated that once the restrictions are lifted, there will be one to two classes offered at each of the listed Veterans Affairs Medical Centers (up to twelve total courses annually). 5. Online (self-paced) training: The company must be able to offer classes on-line (self-paced). The same topics that are offered in person must be offered online. 6. Required List of Training Topics that must offer CMEs: All the training (in-person, online (self-paced)) must be provided with continuing medical education (CME). CMEs are required. The company must be an approved accrediting organization. 7. Acceptance Criteria The agency considers the service fully acceptable when the company can achieve the following: Offer the training topics specified in paragraph eight (8). All in-person and online (self-paced) courses offer CMEs. The company must be a qualified accrediting organization. The company only specializes in physician leadership training. The company offers a physician leadership certification program. A course evaluation is offered for each class. Reports are provided of those that are registered in self-paced and on-line classes. Reports are provided with the outcome of the course evaluations. Most of the trainers are physicians; physicians teaching physicians. 8. List of Required Training Topics: General topics that shall be a part of the overall curriculum include: Communication Finance Influence Quality Negotiation This list of topics shall not be considered all inclusive. The topics shall cover a wide range of course offerings, each topic should have at least five courses offered under each of these disciplines, in order to provide a well-rounded, highly trained physician leader. 9. Evaluation Criteria: The Contractor must have an extensive history and proven track records in providing physician leadership training program. The company will be evaluated on the criteria specified in this SOW s Acceptance Criteria (paragraph seven (7)).
